Rooseveit Sees Danger in
Public Works Based on
Politics.

ALBANY. N. Y.p June 8—Waters
from the greatest harbors mingled with
the water of the Hudson River as Gov.
Roosevelt yesterday dedicated the port
cf Albany to the argosies of the world.
Secretary of War Patrick J. Hurley,
who was to have represented President
Hoover at the ceremony, was unex
plainably detained at Washington. As
sistant Secretary Frederick H. Payne
was the administration's spokesman.
Roosevelt, in commenting upon pub
lic works as one way to relieve unem
ployment, a method espoused by two of
his rivals for the Democratic presiden
tial nomination—former Gov. Alfred E.
Smith and Speaker John Garner—said:
"We have started too many public works
for political reasons." He added. "This
does not mean that in a time of distress
like this we should not use the method
of public works, properly planned and
definitely useful, to give employment to
manv who are out of work.”
The Smith and Garner projects in
curred the displeasure of President
Hoover because of the huge bond issues
they carried.
Sees Burden in Future.
The Governor declared too many
projects have been undertaken "without
thought of how future generations
would pay for their maintenance.” Con
tinuing. he said:
"We have taxed our citizens for these
projects, in many cases at such an
Increasing rate that today we are paying
the penalty.”
The public works proposals also drew
the attention of Payne.
"Political opponents of the President
who arc just beginning to realize the
full extent of his useful public work.”

In his speech, "now clamor for whole
sale construction, without regard for
public welfare.
"Instead of offering constructive
means of accelerating recovery, they
provide reactionary measures to In
terfere with its progress. Instead of
public works that will pay for them
selves. they prorr.ite wholesale construc
tion without any regard for utility.
Instead of encouraging a national point
of view toward a national emergency,
they create petty local jealousies.”
Large Developments.
Payne said the Hoover administration
had seen greater inland waterway de
velopment than in any similar period of
the Republic.
The Assistant Secretary of War de
clared that "a public works project
alone will not restore prosperity.”
"It has contributed a great share
toward mitigating the effects of the
depression.” he said. “We must, however,
distinguish between useful public works
and wasteful public works.”

OPEN COMPETITION
Henry Ward Beer of Federal Asso
ciation Scores Paternalism as
Menace to Future Business.

DETROIT. June 8.—A plea for open
competition was voiced today by Henry
Ward Beer, president of the Federal
Bar Association of New York, New
Jersey and Connecticut, in an address
before the convention of the National
Association of Purchasing Agents.
Mr. Beer, a former trial counsel for
the Federal Trade Commission, ex
pressed opposition to the various bills
pending in Congress to modify or
amend the Federal business laws, par
ticularly the Nye bill to establish a
Federal trade court and the Walsh bill
to Increase the powers of the Federal
Trade Commission.
The Nye bill. Mr. Beer declared,
seems to indicate a lack of faith In the
present Federal court system, whose
decisions, the speaker asserted, "have
never been clearer in the public interest
than during the past 10 years.”
"You cannot make business strong
by feeding it dope,” the speaker de
clared. “If you feel Its pulse and
examine its tongue, the remedy will be
found to be competition.”

MAJ. JOSEPH ROGERS DARNALL,
Medical Corps, U. S. A., who was
wounded In ae*ion on October 28, 1918,
during the Meuse-Argonne offensive,
has been awarded the Order of the
Purple Heart. Maj. Darnell also is
recipient of a departmental commen
dation for his “hard work, foresight
and sound judgment” in preventing a
possible epidemic during the water
shortage emergency in Zamboanga,
Philippine Islands, where he was sta
tioned as a surgeon in 1928. A fellow
of the American College of Physicians,
he is on the staff at Walter Reed Hos
pital.
Dickens Painting Sold.
An oil painting of Charles Dickens
bowling the first ball at a charity
cricket match, in 1S68, was sold at
auction, in London, for $110.

HOOVER DISCIPLINE
“Worst Kind of Bribery,” Says
Pennsylvanian Stripped of
Patronage.
Representative McFadden. Pennsyl
vania Republican, who was stripped of
his patronage privileges after a verbal
attack on President Hoover last De
cember, retaliated yesterday with the
statement that such executive disci
pline was the “worst sort of bribery.”
McFadden made the statement in a
letter to Senator Reed, Republican, of
Pennsylvania, asking him whether he
intended to keep the patronage for
the fifteenth district of Pennsylvania.
Reed replied that McFadden was within
his rights in "uttering the beliefs you
hold regarding President Hoover,” but
that “the President does not follow the
recommendations of Democrats or other
political adversaries” in making ap
pointments.
McFadden lost his patronage privi
leges when he charged President Hoover
with "selling out" to Germany in
arranging the moratorium.
"Tile duty of a Congressman under
our Constitution,” McFadden wrote to
Reed, “is to his constituents who sent
him here to represent their interests.
How can we say that we have a repre
sentative government if the men we
elect to the parliamentary offices of the
Nation are simply to be rubber stamps
for the Executive and the men who put
the campaign contributions into the
party chests.”

patch to the semi-official newspaper
DJumouriests from Bulgaria yesterday
said 40 Turkish girls between the ages
of 5 and 12 were massacred by Bul
garians In the village of Kesarevo,
Province of Carnaore Hovltsa.
The Bulgarian villagers attacked the
Turkish minority residents, slaughtered
the girls, overpowered the Turkish male
population and burned the Turkish
school and mosque, the dispatch said:

H. Graham, Instructor In philosophy
and religion at Foidham University,
died in a hospital yesterday following
an operation.
Father Graham was bom 49 years
ago in Cuero, Tex. He was educated at
Georgetown University, CanLsius Cel
lege at Buffalo, Woodstock College In
Maryland and St. Louis University.
After his graduation In 1905 from
Georgetown, where he served as captain
of the track team and stroke of the
varsity crew, he remained there four
years as an instructor.
He also had taught at Holy Cross
College. Survivors include a brother
and a sister of Cuero, Tex.
Joslah Wedgewood, the most cele
brated of English potters, won his
fame by his successful experiments in
imitating agates, jaspers and other
stones, by mixing metallic oxides in
various proportions with different clavs.
