NEW YORK, June 23—Daniel Willard, president of the Baltimore <& Ohio Railroad, says he believes the American people, having gone through a “severe school of experience” with pro hibition, are ready for modification cf liquor laws. "It should be possible so to amend the law,” he said,- “that not only would the saloon be forever abolished, but the cmtrol of the liquor traffic so estab lished as to remove the most serious objections which exist today, and that, too. In such a manner as to really pro mote temperance. I doubt very much if the existing law has done that” Mr. Willard advocated extension rf the foreign debt moratorium. SAN DIEGO, June 23.—National of ficers of the Disabled American Veter- j ans and delegates to the twelfth annual convention of the organization were split today on the proposal of the offi cials to reduce representation and to centralize the D. A. V. administration. A proposed admendmer.t to the or ganization's constitution, which would eliminate second, third and fourth junior vice commanders and national historian, was to receive attention to day. A motion, made from the floor yes terday, to table the resolution was ruled by National Comdr. E. Claude Babcock of Washington, D. C., as being out of order, and he and other officers left the convention amid the hisses, boos and catcalls of the delegates. The veterans yesterday decided to advocate release only for those World War veterans who were disabled before their discharge from the service. A resolution favoring the rating of veterans for disability allowances in ac cordance with their physical condition was unanimously adopted. Total dis ability pay was asked for those unable to work and for those suffering from tuberculosis. —- ■ - ^ $609,293 Raised for Jews.
