BONDS ARE LOWER IN ACTIVE TRADING U. S. Government Issues De clin: as Offerings Increase. Rails Weak. BY F. H. RICHARDSON. Special Dispatch to The B.ar. NEW YORK. June 29 —Bonds drifted lower at a somewhat faster pace today, led by United States Government Issues. Offerings were heavy in all departments of the market and it was only the lack of supporting bids that prevented volume from reaching the largest pro portions of the year. The market opened firm, with a brief but substantial rally in the railroad Issues on an overnight accumulation of orders placed on the assumption that Tuesday's reaction would be fol lowed by a recovery. But the list soon headed downward again, with losses of a point or more in Atchison General 4s, Chesapeake Corporation 5s. Rock Island Refunding 4s. Delaware & Hud son Refunding 4s, Nickel Plate first 4s, Northern Pacific 4s and Frisco Prior Lien A 4s. The Frisco has made a third applica tion to the Interstate Commerce Com mission for a loan of $3,390.086 to pay taxes and interest. The loan, expected to be approved under the road's reor ganieation plan, will be secured by de posit of Frisco consolidated mortgage series Β 6s. The Interstate Commerce Commission announced its approval of a loan from the Reconstruction Finance Corporation to the Chicago. Milwaukee. St. Paul & Pacific of $8,000,000 for three years to meet equipment trust maturities. St. Paul 5s and adjustments firmed on the news. High-grade corporation bonds re mained steady and in the industrials there were gains in Armour of Illinois 4'ίί, National Dairy Products 5'«s and United States Rubber 5s. Republic Iron & Steel 5V2s, however, slumped 5 points, later recovering most of the loes. United States Government long term issues moved \ to point lower in the forenoon Treasury sinking fund operations—r sponsible in part for the firmness of these bonds in recent weeks —have come to an end for the current period and speculators took advantage of the opportunity to force prices down to buying levels, on the presumption that the expected cut in the Bank of England rate Thursday will be fol lowed by a rediscount rate cut here and a sharp rise in governments. The Federal Government deficit for the fiscal year ending July 30 is placed at nearly $3.000,000,000. There has been a loss in receipts of $1.177.000, 000 and an increase in expenditures of $•00,000,000. The year will see an in crease in the public debt to $19,500,000, 000. It is evident that, providing there Is a refunding operation in connection with the Liberty fourth 4'is, the Treasury will have to refund or sell in new bonds about $11,000,000,000 during the year to come. Cities Service at 2 was down H, while Standard Oil of Indiana at 18 was unchanged. Niagara Hudson Power new common with a fractional recession reached 8%, a new low for the year. Uncertainty developed by events at Chicago, Geneva and Lausanne, along with fpotty reports of trade, the further decline in electricity output, and the recession in steel operations contributed toward lower price trends in the morn ing. The improvement in oil and gaso line statistics and further price ad vances in these two commodities, though helpful to Individual stocks, did not offset other factors.
