Justo will era bark upon his second year in office Mon day, with Argentina again under a "con stitutional dictatorship" somewhat like the regime he succeeded last Febru ary 20. Today, as a year ago, the nation wu under a state of siege. Congress was dissolved and practically every leader of- the Radical party, including former Presidents Hipolito Yrigoyen and Mar celo T. Alvear and the former Ambas sador to Washington, Honorlo Puer reydon, were in prison or exile. Plot* Force Army Action. Radical plottings in December forced resumption of semi-military rule after 10 months of normality. In invoking It, President Justo acted within hi* con stitutional powers to preserve order and to serve out the six-year term to which he was elected. No elections have been suspended nor any provincial governor! supplanted as during the provisional - government of Oen Jose Urlburu. an aftermath of the 1930 revolution which thrust Yrigoyen and the dominant Rad ical party from power. In spite of political ^tranquillity, President Justo's first year in office has been a fruitful one. It has increased the favorable trade balance despite a sttady decline in the value of exports. It has ended a tariff war with Chile. Rapprochement was made with Brazil. Argentina is joining the League of Na tions and fostering a South American anti-war pact. Governmental road bullding and railway construction proj ects are afoot. Machinery for incomt tax collection has been legalized and strengthened, removing the revenue burden from Import duties gradually. The treasury has brought up to date payments of civil salaries and govern ment accounts, which were month* overdue when Justo took office. Political Problem Big. ) The big unsolved problem is the polit ical situation. The Radical party is the strongest in Argentina and has polled as much as 75 per cent of the vote at some elections since it wrested the gov ^rnment from the land-owning cla&s in 1918, elected Yrigoyen President and began 14 years of unbroken power.
