A note carried by James Blair, col
ored, might have had something to do
with the 30-day aentence he received
for stealing lumber, It was explained
in Police Court yesterday. The note
read: “Give this man as much as he
wants.”
Blair was apprehended while “toting”
some planks from a lumber yard on
South Capitol street. He showed the
note, purportedly signed by a yard offi
cial, to Policeman O. E Allen, who,
after investigation, declared it a
"forgery.”
When Blair showed It again on being
haled before Judge Ralph Given, the
court must have misunderstood, for he I
said:
“I assume that you want just about |
30 days.”

claring the "Federal Government has
no personal policy worthy of the name
and a comparatively small number of
trained administrators,” Luther C.
Steward, president of the National
Federation of Federal Employes, said In
a speech here Friday this was the
natural outgrowth of a situation where
the people either “lack understanding
of what a public service should be or
have a debased concept of public
service.”
Steward cited as one shortcoming the
failure to extend the principle of clas
sification to the field establishment.1);
another drawback, he continued, has
been the upbuilding of new agencies
without regard to civil service.
The result hao been, he said, that
the taxpayers have borne lncftas«.d
costs of Government.
"The ultimate objectives is. and
should be, he continued, "the develop
ment of a permanent Federal staff, ad
mission to which is through competitive
test, safeguarded from political manipu
lation and discrimination, with enough
financial incentive to retain a substar..

shi Saito, who has been named Ambas
sador at Washington and who will
comp direct to the American capital,
arriving about the middle of Febru
ary. Mr. Taketomi will remain until
the naw Ambassador's arrival and then
go direct to The Hague.
Keinosuke Fujii. counselor of the
Japanese embassy in Berlin, has been
named counselor in the Washington
embassy and will come direct from
Berlin to assume his new post.
