Friend of D. C. Financiers Is More Cheerful in Latest Review. BY EDWARD C. Sl^NE. Col. Leonard P. Ayres, vice presi dent of the Cleveland Trust Co., and personal friend of several Washington financiers, has turned much more cheerful in his latest review. He notes an 11 per cent advance in business in the last three months and calls it rather Impressive improvement for that length of time. Predicting fur ther progress, he says: Three factors appear to be most im mediately responsible for the current lift in general business. The first, and probably the most influential, is the increased activity in the automobile industry, which is an important cus tomer of a long list of other indus tries and which has been largely re sponsible in recent weeks for the greater output of steel. The second of the three stimulating factors has been a large increase in building con struction, which is mostly the result of heavy Federal expenditures for pub lic works. Finally the generally pre vailing severe Winter weather has in creased coal shipments, and the use of electricity, and has stimulated the sales of clothing and foot wear. "The present prospects are that business will continue to be Increas ingly active during the first half of the year unless serious labor troubles should check production in the auto- I motive industries. Expenditures for publically financed construction will increase rapidly up to the middle of Summer, and they will be large, for the entire appropriation of 3.3 billions has now been allotted, but only a little more than one-tenth of it has so far been spent. "Bonus payments to farmers will average about 100 million monthly through April, and continue at half that rate through the rest of the year. Total Treasury disbursements have been running this year at about 30 million dollars a day. and while that continues business will respond to the stimulus. We are now fully launched upon a great social experiment which will demonstrate whether or not public expenditures can generate a business revival which private enter prise can subsequently sustain.” Insurance Firm 90 Years Old. NEW PUN BARED FOR ALLEGHANY Van Sweringens Propose Exchanging 1950 Issue for Preferred. BY CLAUDE A. JAGGER, Associated Pre&s Financial Editor. NEW YORK. March 16.—Those extraordinary wholesalers of railroads, the Van Sweringen brothers of Cleve land, have launched a new plan in their campaign to hold intact their corral of iron horses. The defection oi the Missouri Pacific, which placed itself under the Federal court for reorganization last May, cut off most of the income available for interest on the $24,532,000 of 5 per cent bonds of 1950 of the Alleghany Corporation which at the nub of the Van Sweringens’ extremely complicat ed structure of holding companies. In a letter to holders of these bonds, mailed last night, O. P. Van Sweringen, as president of the corporation, asks ! them to take new shares of preferred | stock In lieu of inetrest on these bonds coming due from next October 1 to April 1, 1939. He discloses that another loan of $550,000 has been negotiated with the bankers to meet the coupons coming due next April 1, as was done to meet the last October 1 coupons. But be fore the next October interest date, the bondholders are asked to accept a readjustment plan for the bonds, to ' prevent a default which might lead to liquidation of Alleghany’s invest ments at sharply depressed values. The annual report indicates that the present market value of Alleghany’s investments is somewhat less than the face value of the three bond issues, so the new preferred stock will have no immediate asset value, and It is explained that dividends for the new stock are not now in sight. Nevertheless, the new stock will ac cumulate dividends at the rate of $2.50 annually until such time as they may be paid, and each share will be a prior lien of $50 and accumulated dividends against such asset values as may exist after provision for the bonds. Holders of the 1950 bonds are In effect asked to swap 10 *25 semi-annual coupons, or $250 worth, for 5 shares of the stock. Also, the bondholders are given an opportunity to participate in any marked appreciation of the company's assets, if it should occur through & restoration of railway earnings, or through Inflation, by a chance to con vert coupons into common stock at the rate of $5 a share, and bonds Into stock at the rate of $10 a share. The common stock now has no asset value, on the basis of current market values of the company’s investments, al though it closed in the market yester day at $3.50. Word that labor leaders had tentatively set Monday for a general walkout In the automotive centers did not create any exceptional stir. BY VICTOR EUBANK, Associated Press Financial Writer. NEW YORK, March 16 —Quiet ral lying forces predominated in today’s market. Following slight easiness at the opening, the list tended to work gradually higher into the late deal ings. U. S. Smelting rose more than 3 points and advances of 1 to around 2 points were shown by Douglas Air craft, Chrysler, Scheniey Distillers and Western Union. U. S. Steel and Santa Fe improved fractionally. Transfers approximated 1,300.000 shares. The close was firm. Overnight consideration of Secre tary Mogenthau’s remarks, which Im plied that the administration was inclined to view coldly the campaign for silver assistance, found the fol lowers of the non-ferrous metal stocks still rather confused. Some of the recoveries in this group were attributed partly to short covering. The treasurer’s statement, in the opinion of various analysts, was really optimistic in tone in the sense that it implied that general business was so good that further experiments with the monetary system were not neces sary at this time. Interest was expressed in the an nouncement that Speaker of the House Rainey, in the face of adminis trative opposition, will permit a record vote Monday on the two silver meas ures which were introduced recently. While labor problems held the at tention of Wall Street, almost to the exclusion of N. R. A. activities, work on the Stock Exchange control bill and business reports, confidence was expressed that Government interven tion would prevent any serious strike at this time. Veteran traders also recalled the aged admonition "never sell stocks on strike news." It was admitted, though, that these are dif ferent times. There are some Indications that the major rate of industrial activity might show signs of leveling off, in view of the mixed sentiment prevailing. Earnings By the Associated Press. NEW YORK.
