By the Associated Press. NEW YORK, October 26.—David Lloyd George sharply criticises Wood row Wilson In the third volume of his memoirs, published today In the United States. He also said he be lieved Wilson hoped that peace would be won before any Americans lost their lives In the war. "Prom the moment when Germany declared her unrestricted submarine warfare, America’s entry was a fore gone conclusion,” writes the British war time premier. ‘‘That she waited for two months before she would ad mit this fact must be attributed to the attitude of the President. Delay at Vital Time. ■’The delay did not avert the issue. It only made it two months before she began to prepare herself for the defense of her Interests or the sup port of her associates In the struggle. "And this was at a time when days were of vital Importance; when it was becoming a matter of touch and go whether the cause which America was driven to espouse might not be finally defeated before she could put into the field an eflective contingent for its defense. “Had those two months been utilized for preparation, the American Army would have been adequately represented in the trenches in France at the end of March, 1918, and the Ludendorff coup would have failed at the outset.” Slow Sending Aid. Lloyd George charges that America was slow in sending men to Prance, and that, in effect, the men sent would have been useless had not the allies furnished arms and other equip ment. "I cannot help thinking that in his (Wilson’s) heart,” he continues, ”he hoped that the mere act of ranging the States with their infinite resources on the side of the allies would lead to peace before any Amer ican blood was shed.” FIRM IS FINED $125 FOR PEST IN BERRIES Japanese Bettle Is Found in Ship ment Made Illegally to Tea Boom in Virginia. The discovery of a Japanese beetle in a box of huckleberries being pre pared for a pie in a Warrenton (Va.) tea room has resulted in a $125 fine upon the Great Atlantic & Pacific Tea Co. of New Jersey for illegal transportation of uncertified huckle berries from their warehouse here to the Virginia city, it was revealed to day by the Agriculture Department. The department said that, although inspection was available, the tea com pany had requested that all inspec tion of berries be omitted, as it would damage them. The shipping clerk agreed not to send any berries to points outside the area under quarantine, accord ing to the department, but investiga tion disclosed that in spite of this agreement the tea company made five separate shipments of huckleberries from Washington to Warrenton is July, Jurist on Trial CHARGED WITH KILLING OF BUSINESS ASSOCIATE. JUDGE ROSCOE LUKE, City Court Judge at Thomasville, Ga., and former member of the Georgia Court of Appeals, la shown as he went on trial at Thomaaville Tuesday charged with the murder of Oscar Groover, a business as sociate. Judge Luke was president of a building and loan association, of which Groover was secretary treasurer. and following the shoot ing the judge said he accidentally killed his "best friend." MORE CIVIL SERVICE FAVORED BY WHITE Should Be Extended to New Agencies, Commissioner Tells Federal Employes Forum. Civil service should be extended to the emergency agencies and other groups of Federal employes now sub ject to political appointment, Leonard D. White, member of the Civil Service Commisison, last night told the Edu cational Forum of the National Fed eration of Federal Employes. Arguing that the merit system makes for good Government, the speaker said an effective civil service system, with Its recruitment of trained and qualified employes who make a career of public service, Is a bulwark against radicalism "either of the rightist or leftist variety.” Among employes who should be brought under civil service. White named postmasters of the first, second and third class, and deputy collectors of customs and Internal revenue. White said also that progress is be ing made toward bettering the effi ciency rating system. The speaker was introduced by Luther C. Steward, national president of the Federation.
