A factor of equal importance In Winter months as in Summer is that of the proper circulation of fresh air in the home. In Summer the problem is to bring the fresh, outside air into the rooms, and architects plan houses to have cross ventilation either through two exposures or by other means. In looms of only one window, louvers in doors aid cross ventilation during the night when doors are closed. Instal lation of electric exhaust fans In wall boxes or over windows accelerates air circulation in some cases. The problem takes on new angles in Winter months, however, with the house closed tightly against the cold and with the heating plant in opera tion. Motionless air becomes stale and makes the interior of the home seem stuffy. When windows are thrown open to admit fresh air. the temper ature drops and more heat is neces sary to counteract the chilling effect of the draft. Even Temperature Best. A well heated house has a compara tively even level of temperature. Proper circulation of the heated air will give greater equalization by coun teracting the effect of drafts from in filtration of air and cold air pockets. These are often present next to the walls on the windward side of an un insulated house. With this reduction of drafts a lower temperature will give the same feeling of warmth and conse quent fuel savings will result. Each house presents a different problem in circulation. In general, the basis is the proper location of radiators nr registers. These are placed under windows to form a curtain of heat against the cold air from the window. Radiator Attention Valuable. In any system, a uniform heating of all radiators is desirable. Correc tion of any flaws will be found worth the expense in better heating and lower fuel bills. With a hot air system, heating can le greatly improved by the introduc tion of a silent electric blower at the joint of intake of the air ducts. This will cause a greatly accelerated move-i rnent of air at a lower temperature making the house more comfortable end overcoming to a great degree cold pockets in rooms near windows or ex posed walls. The air will not seem stale or stuffy to breathe. TREATED AIR USED More and More Systems Are Being Installed. "Air conditioning will play an im portant part in the recovery move ment. Theaters were the first to in stall this system, which resulted in the retaining of business In the Sum mer. Newly constructed banks and office buildings have been equipped with air conditioning. Restaurants have installed this system to a very great advantage. In the past few years air conditioning has been in stalled in the modern home. Columbia University's new library has air con ditioned its shelves for the preservation of the books. November 3 —Paint- | ing tha walls of a room different col- i ors seems as revolutionary as French Designer Paul Poiret's notion that j each one of a pair of women's stock ings should be in a different tint. Yet | varied treatment of the walls of a room was practiced even in Colonial times, for antiquarians report that the hearth end of an interior was frequently paneled in the mellow brown of pine, left natural or painted dull red to suggest mahogany, while the other three walls were plaster, painted white, buff or light blue. Recently New York decorators have been creating gracious, pleasing ef fects by slight or even decided vari ations in the wall treatment. A bed room, for example, was seen the other day with three walls in Spring green and the fourth, a background for the dressing table, in yellowish green or chartreuse. The decorator's idea was, of course, to emphasize the dressing table, just as the fireplace was em phasized in early days. "Sometimes,” he said, "we paint walls differently in order to stimulate the effect which sunlight might produce in certain parts of the room.” Different Effect. In an attractive room on display in a New York shop, the wall farthest away from the windows is yellowish cream, with the others painted a slightly darker, brownish hue known as cafe au lait—the coflee-and-cream color of the French. Thus, the side which would have been darkest In the daytime was made to appear just as well lighted as the rest of the room. The whole provided a harmonious background for the mahogany fur niture, the brown, red and blue Ori ental rug and the curtain and up holstery fabrics in tone of deep brown, rich blue and red. Varying the hue of the fireplace wall is especially desirable when the fireplace opening is small or the mantel not highly decorative in itself. Whether paneled or plain, it is often BUILDERS OF HOMES j ASK SEPARATE CODE Real Estate Association Renews Request in Telegram to President. The National Association of Real Estate Boards telegraphed President Roosevelt this week reiterating its request that the home building in dustry be freed from the general con struction code and given a code of its own "to open the way for home build ing to develop as rapidly as its nor mal methods of operation would make possible." The code for land development and home building, which is ready for the final signature, is now under study by the Governing Board of N. R. A. Members of the land development and home-building industry are now exempted by a stay from provisions of the construction code (except for hour and wage provisions) pending action on their petition for a separate code. The proposed separate code for the Industry was filed by the National Association of Real Estate Boards. The land development and home building industry normally is con ducted with much more continuous employment throughout the year than prevails in other types of con struction, the association points out. painted a soft white, while the other three walls are coated with clear yel low, chocolate brown, light blue or light green. Background for Furniture. If the interior is without a fire place, one end may be made a setting for some special piece of furniture, such as a large sofa. Sometimes a wall with double windows and draperies may be featured by painting it a shade darker. These variations from the usual style of room painting are often not noticeable at first glance, but, nevertheless, subtly enhance the deco rative effect of a room. Painting the wall of a bed room against which the bed is placed is an other interesting decorative plan. In a smart New York suburban home the master bed room has this wall rose tinted, with the others light yellow. The yellow and white bedspread is in effective harmony with the rose-gold walls against which it is placed, as are, in turn, the rose-tinted curtains against the yellow walls. Alcove Treatment The shallow recess or alcove often provided in bed rooms affords a chance for variations of the wall color. Some times these alcoves are made while re conditioning In old house. This was done in one of the huge rooms of a Victorian brownstone dwelling, in the new fashionable upper East Side. Clos ets were badly needed, so one was con structed in each of the two corners of one side of a bedroom. The space be tween them provided a decorative set ting for the head of a bed. recalling the charming alcoves found in French in teriors. Upstairs rooms with walls that are broken by slanting roofs or dormer windows often lose their ungainly air when camouflaged by varying the color on the walls. The sides of the dormer window space, for example, may be painted a slightly darker shade. When furnished with a desk and books, or a bed, this part becomes not a handicap, but a unified and charming addition to the decorative scheme. The members of this Industry are buyers of the services represented in the administration of the construc tion code, which thus represents an adverse interest. The telegram to President Roosevelt and accompany ing messages to other officials of the administration ask that the separate code be granted in the interests both of the consuming public and the in dustry and in the interest of recovery. Tasteless, odorless, consuming little power, the process is said to be applicable to mu nicipal, industrial use, swimming pools and treatment of fruit juices. With the modernization credit plan of the Federal Housing Administra tion acting as a spear-head, property renovation and repair work in com munities all over the country is going forward at a rate far in excess of the volume indicated in reports made to Washington headquarters by finan cial institutions making insured loans for this purpose. Reasons for this are manifold. In the first place, lending agencies co operating with the Federal Govern ment in this program are not re quired to report to Washington headquarters until 30 days after loans are consummated. This means that formal reports to the Housing Ad ministration reflect activity as of a month before, while the current vol ume might be many times this amount. Local Loans Cited. In addition, many banks and build ing and loan associations are mak ing loans for modernization and re pair that are not insurable under the administration’s credit plan. In the case of Washington, for example, lending agencies have made unin sured loans totaling in amount 50 per cent more than Insured loans, according to reports from building and loan groups and other similar financial houses, covering the period since the better housing campaign got under way in the Capital. An other report from Boston shows that of 1705,000 spent In repair work, only 6 per cent was borrowed money, the balance being cash. Supplementing this, ready cash be ing expended for home repairs has in some instances exceeded a ratio of $3 to $1, as compared with bor rowed money, authentic reports to the Federal Housing Administration show. Business Is Encouraged. Local business houses give credit to the Better Housing Program for stim ulating the interest of property owners in this activity. Telegraphic reports to the Housing Administration by large firms engaged in the modernizing business show the program has had sizable effect In re cent weeks. A Cincinnati, Ohio, firm reported a jump of 350 in moderniza tion business during September as compared with the same month of 1933. A New York plumbing and heat ing concern, comparing business for the first half of October as compared with the corresponding period of last year, reported a 503 per cent increase. POOR PAINT COSTLY Spreading Rate Only Half That of Good Cover. It is false economy to buy low-grade paints, for low-grade paints, instead of containing high-grade metallic pig ments, contain large quantities of cheap Inert pigments and high per centages of water and petroleum dis tillates, both of which evaporate rapid ly and do not contribute to the dur ability of the film. Cheap paints very soon crack and peel; have poor hiding power and color values; and, when exposed, fade rapid ly. Low-grade paint has a spreading rate of one-half of that of the high grade paint. Therefore, twice as many gallons of Dttint are reouired. NEW LAWS BRING TAX REDUCTIONS — Overall Limitation Statutes Benefit Citizens in Seven States. — Substantial reduction In property taxes has followed enactment of over all tax limitation laws in th; seven States which now have either consti tutional or statuatory over-all limita tions, the National Association of Real ' Estate Boards finds. The States are Ohio, Michigan, Oklahoma, Washington, Indiana, West Virginia and New Mexico. An average reduction of 23.5 per cent has taken place in 120 cities as a sampling of these States, according to a bulletin of the association's new National Committee on Local and State Taxation issued this week. The 120 cities are representative of the six States for which rate data, following limitation, are available. Such data for Oklahoma, following limitation, have not yet been received.
