- MONETARY METALS
STILL UNBALANCED
Gold Imports Outweigh Sil
ver Purchased in 3-to-l
Program.
• By the Associated Press.
Huge imports of gold and scanty
offerings oi silver on international
markets have combined to slow the
Treasury's progress toward the three
to-one ratio in gold and silver hold
ings, as ordered by Congress.
For every dollar's worth of gold re
ceived from abroad the Treasury must
acquire 33.3 cents' worth of silver to
keep pace, to say nothing of the tre
mendous purchases of silver necessary
- to bring original holdings into the
prescribed relationship.
The last week or so has seen, in
I addition to large actual imports, some
$50,000,000 worth of European gold
withdrawn for shipment to America.
, The French cabinet crisis and other
influences have weakened the franc to
a paint at which it was profitable to
buy gold in France and sell it in
• America.
Holding* I"ρ 114,000,000.
To the relief of those interested in
eeeing the three-to-one ratio attained,
the franc has strengthened in the last
24 hours to the extent of halting the
movement for the time being at least.
Nevertheless, the last fortnight has j
seen the Treasury's gold holdings in
crease by $14,000.000.
In addition, the New York Federal
Reserve Bank has been announcing
daily receipts of gold in quantities, at
least a part of which has not yet
reached the Treasury's books. Yes
terday it announced the acquisition
of $2.800.000 from France and Canada
on Thursday and Friday.
The movement of gold into the
" United States has continued with brief
Interruptions since the gold dollar was
devalued in early February. Since
then the Treasury's gold holdings have
increased by nearly a billion dollars.
Meanwhile, its silver acquisitions
have totaled 16.639,000 ounces from
the mines and 105,226,000 ounces un
der the executive order whereby the
Treasury took title to all privately held
monetary silver, with certain excep
tions for Industrial use of that metal, '

To this total of 121.865.210 ounces
must be added the silver purchased
abroad through the exchange stabi
lization lund. This figure the Treas
, ury will not reveal, as secrecy is essen
' tial to the fund's operations. How
ever, only $200,000,000 has been trans
ferred to the fund and its uses have
been many.
. All in all. unofficial estimates based I
* upon intimations of the monthly rate
of silver purchases place the figure at
a point which would bring all silver
acquisitions to a total somewhat above
300.000.000 ounces.
For purposes of the gold-silver ratio,
, this silver, although bought at vary
ing prices, is given its statutory value
of $1.29 an ounce. Thus, while the j
Treasury was acquiring a billion in
gold, it added some $400,000,000
worth of silver to its stocks, or about
$65,000,000 more than would have been
necessary to keep pace with receipts |
of gold.
Under these estimates, therefore, j
the $65,000,000 figure represents the
net progress toward the desired ratio,
by comparison with official estimates
that 1.314,000.000 ounces would have
to be bought to offset the gold held by
' the Treasury when the silver buying
program hegan.
China S tope Exports.
Dispatches from silver selling cell- '
ters have revealed a market in which
the offerings were small and largely
speculative. The silver export tax im
posed by China as the result of the
American program is understood to
have effectually stopped the flow from
that country.
The solution may be a continuation
of direct intergovernmental trans
actions such as that recently closed
with Mexico, under which the Treas
ury bought a quantity of silver esti
mated at about 30.000.000 ounces.

Robert G. Siebecker of the Wisconsin
Supreme Court and sister of the late
Senator Robert M. La Follette, sr.,
died at her home here Thursday.
She was the aunt of Senator Robert
M. La Follette, jr., and Philip F. La
Follette, Governor-elect of Wisconsin.

Rabbit's Foot Bad Luck.
PHILADELPHIA (Λ>>. — A rabbit's
foot may bring good luck to some, but
to James Twyman, released recently
after a sentence for pickpocketing, It
brought only bad luck. Two detectives
arrested him in a crowd of visitors
outside a hospital, searched him and
said they found a "lifted" pocketbook
and the rabbit's foot. "I guess." the
officers quoted Twyman as saying, "I
should have gotten a horseshoe."
