Charge of $1 Made on All Checks Returned for Lack of Funds. BY EDWARD C. STONE. The new deal In bank service charges just adopted by Washington banks has already reduced greatly the number of checks which come back daily marked "Insufficient funds." A charge of $1 a check is now being placed on the depositor's account. Most checks returned because of "Insufficient funds" are due to care lessness, bankers say. Depositors do not keep their checkbooks up to date and draw checks on the mere guess or hope that they have enough money In the bank to meet them. Some de positors expect to "cover" such checks in a day or two and then forget to do *o. Surprise and anger are expressed When the checks are not paid. The practice is expected to be re duced to a minimum after this month, %hen depositors get their statements revealing the charges under the new rules. Like the other service charges, the overdraft fee is binding on all banks in the city and must be applied to all accounts. The change from the flat service charge to the measured charge Is still a much-talked-of topic among de positors in all the banks. It is re ported that some small accounts have been closed, but that this has been offset by depositors who are building up their checking accounts to the point where they will not have to pay •ny charge. There are a good many instances where enough money has been transferred from savings to keep checking figures above minimum re quirements. This plan was first adopted under the old flat rate. Linotype Dividend Nearer. Details from the annual report of Korman Dodge, president of the Mer genthaler Linotype Co., were received here today. They throw added light on the turn that has come in the company's affairs in the form of a profit of $212,027, against a loss in 1933 of $959,253 and in 1932 of $993,525. President Dodge considers the gain very encouraging, although nominal when compared with earn ings in normal periods. He sees fur ther Improvement as general business picks up, along with betterment in the printing and publishing business both at home and abroad. The fiscal year ended on September 30. President Dodge reports that orders for linotype machines were better in the first half year than in the last six months. Orders from foreign sources were fair ly satisfactory and the sale of parts and supplies showed improve ment over the previous year, he says. Income from sources other than sales of machines likewise shows improve ment. President: Dndffp maires snw»ie1 ref. Today's Trading on Exchange. The Washington Stock Exchange almost made a record today for light business. But one sale was recorded. Three shares of Lanston Monotype etock sold at 48, unchanged from ether recent transfers. Both the Wash ington Railway & Electric preferred end common stocks and the Potomac E'ectric Power 5'i and 6 per cent pre ferred stocks are now being quoted ex dividend. The regular quarterly dividends on these stocks will be paid In a few days. President Roosevelt has disclaimed knowledge of any studies looking to greatly increased Federal control over utilities. Asked In his regular weekly newspaper conference regarding rumored steps of this nature, he did refer to a survey being made by the power board under Secretary of In terior Ickes, but indicated that he anticipated no far-reaching recom mendations from that group. The Federal Housing Administration reports that, despite the advance of Winter, modernization and repair loans are rising. In the 11 weeks of the campaign, loan totals have ad vanced from 117 loans of $56,937 the first week, to 5.600 for $2,350,000 for the week before last. The trend con tinued last week, the administration reports. Heard in Financial District. G. C. Murphy Co. declared the regu lar quarterly dividend of 40 cents on the common stock, payable December I to stock of record November 20. New life insurance production for October was 5.7 per cent greater than Jor October last year, the Association ©f Life Insurance Presidents reports. For the first 10 months this year •volume of new production showed an Increase of 10.5 per cent over the cor responding 1933 period. In an effort to crystallize the money Ïroblem and to ascertain the voice of usiness men, Henry H. Heimann, executive manager of the National As sociation of Credit Men, announced yesterday that during the month of January each of its 128 affiliated as sociations, including Washington, ■would devote one evening to the dis cussion of sound money. NEW YORK, November 15.—Stock market sentiment took a turn for the better today and the trading activity expanded on the advance. Although new commitments were still somewhat selective, gains of frac tions to around 2 points were scattered over a wide front. News from Wash ington and the industrial sectors was generally considered constructive. Grains, cotton and most of the other commodities were only moderately higher. United States Government securities were firm. Foreign ex changes did little. Shares up as much as 2 points, at new highs for the year, included Philip Morris, Bayuk Cigar, American Sumatra, Universal Leaf Tobacco, Liggett & Myers B, Houdaille-Hershey, Briggs Manuafcturing, Gillett, Armour of Illinois preferred and McKesson Se Robbing. Among others up around a point or so were U. S. Steel. Bethle hem, National Steel, Republic Steel, U. S. Smelting. American Commercial .Alcohol, National Distillers, Montgom ery Ward, Sears-Roebuck. Macy, Union Pacific, Santa Pe, Delaware & Hudson and National Lead. The motors and oils were listless, but the rails moved up after a slow start. The utilities generally held to a narrow range despite the recent rate attack and a new blast of the Federal Trade Commission charging that a "propaganda" campaign had been engineered by the power companies. Even the veteran American Tele phone did not give a great deal of ground in the face of announcement that the communications commission had ordered an investigation of the corporation and its contract with the Associated Bell companies. Wall Street was principally con cerned with signs that business and industry are improving. Buying In some of the steels, tobaccos, alcohols, rubbers and various specialties was attributed to reports that consumption in these lines has been showing a decided pick-up. Steel scrap, viewed by many as a prime indicator, was advanced another 25 cents a ton at Pittsburgh. While the inflationists were not able to find much cheer in the Presi dent's speech before the National Conference on Economic Security, Wall Street conservative elements ex pressed much satisfaction over the Executive's intimations that some proposed reforms may be postponed until after recovery is fully estab lished. In most financial quarters the presidential words were interpreted as evidence that the Government and the business community are "getting together" in the war on depression. Especially liked was Mr. Rooaeveit's statement that "organizations pro moting fantastic schemes have aroused hopes which cannot possibly be fulfilled." The British pound opened at $4.99 unchanged. The company is ■without indebtedness except lor minor current bills; has no bonds or notes outstanding; is free from bank loans, end has but one class of stock, 256,000 chares of common, In the hands of nearly 4,000 owners. So much of the stock is held in Washington that this city has two directors on the board—Frederic D. McKenney, a vice president and gen eral counsel, and George Hewitt Myers. The atock has been listed on the local exchange for many years. It is quoted 25 bid and 26 asked. With •uch an upswing in earnings, share holders here believe, at least hope, that iome kind of a dividend is not very far off. Preferred Dividend Voted. Directors of Peoples Drug Stores, Inc.,' have declared the regular quar terly dividend of $1.62'-j per share on the 6'i per cent preferred stock, pay able December 20, to stockholders of record November 30. This stock is listed on the Washington Exchange •nd has sold as high as 111 H this year. The present bid on the ex Change is around 11034. The preferred dividend was de elared at the same time the directors voted a stock dividend of 100 per cent on the common stock, an extra divi dend of $1.50 on the present common stock and the regular quarterly dis bursement of 25 cents a share on the common. The stock dividend is payable on December 31 to stock of record De cember 21. This stock is now selling on the New York Stock Exchange around $65 a share after a jump from $60 in two days. It is not listed locally. There is much interest in the financial district as to the probable selling price after payment of the •tock dividend.
