Criticizes Society Leaders for Seeking Self-Glory With Gifts. By the Associated Press. NEW YORK, November 22.—Mrs. John D. Rockefeller. 3d, struck out Vigorously at wealthy blue-bloods whose chief interest in charity seemed to her to be self-glory. Mrs. Rockefeller, attractive wife of the aged oil king's grandson, criti cized sharply "the arranging of bene fits along with a large amount of pub licity, the use of influential names without much spirit behind them, and con tinual buying of tickets for one's Iriends' so-called pet charities." It was her de but as a speaker. She addressed the conference on family life and national re covery and firmly put her foot down cn phases of welfare work of which she did not approve. Mrs. Rockefeller is an active social worker. Last Spring she startled her friends by registering as a member of the Socialist party, but later insisted the | registration was a mistake—that she had meant to enroll as a Republican. She criticized the "kind of social Work where one group gives the money, another group time and ex perience and the third group accepts both." "All this," she said, "leads the con scientious person to wonder whether these things are not done for reasons far removed from the cause at stake. "It is a fine thing to be known as a public-spirited citizen, and it is pleasant to read of one's activities in the paper. "It is also much easier for some people to lend their names and sub scribe a few dollars for tickets than to contribute time and thought." Mrs. Rockefeller, four years out of Vassar College, is the former Blanch ette Hooker. Mrs. Rockefeller. JUDGE LETTS RULES AGAINST HARPER Declares Void Agreement to Peg Price of District Bank Capital Stock. Declaring void an alleged agreement to peg the price of District National Bank capital stock as against public policy Justice F. Dickinson Letts ruled In District Supreme Court that Col. Robert N. Harper could not compel 17 associates in this venture to share a $17,600 loss incurred by him. Col. Harper, former president of the bank, said he and 17 former directors or stockholders of the institution formed a pool to keep up the price of the bank's stock in 1928. The pool's funds became depleted, however, and Col. Harper borrowed $17,800 from the Commercial National Bank, giving his personal note and security. When a receiver was appointed for the latter institution, he brought suit against Harper for the money. Harper then filed his suit, asking the court to hold that the pool undertaking was a joint venture and make his associates ] liable with him on a pro-rata basis. < The defendants named in the suit were Edward J. Younger, Joshua Evans, jr.; Robert Lee O'Brien, John , F. Maury, Christian J. Gockeler, Hil- . leary L. Offutt, jr.: Charles C. Rogers, Herbert L. Thornton, Ralph P. Bar nard, Eugene C. Gott, Atwood M. . Fisher, W. Charles Heitmueller, Charles C. Rogers, Leon S. Ullman and Chester Wells. The assertion that the agreement •was against public policy and there fore void was raised in a motion to dismiss the bill of complaint by Attor ney George C. Gertman, representing several of the defendants. In granting the motion to dismiss. Justice Letts extended his ruling to cover all of the other defendants. SEWER CHANGE ORDERED BY D. C. COMMISSIONERS Contract for Modification at Sec ond St. and Pennsylvania Ave. Awarded to Local Company. Modification of the Old Tiber Creek eewer, in the vicinity of Pennsyl vania avenue and Second street, has been ordered by the Commissioners. The contract was awarded to the Warren P. Brenizer Co. of this city for $3,952.65. The work is being done in con nection with enlargement of the Capitol Grounds. The city heads also awarded α con tract for construction of Branch Ave nue Cemetery sewer to the Brenizer Co. for $7,205.16. The eewer is to be laid in Pennsylvania avenue south east between Westover street and Branch avenue and in Branch avenue between Pennsylvania and Alabama avenues. NEW YORK, November 22—A threatened strike which would have stopped thousands of elevators In Manhattan was averted yesterday through an agreement reached by Mayor La Guardia's Arbitration Com mittee. The agreement was signed after more than 13 hours of discussion. It provides recognition of the Building Service Employés' International Union and sets up a committee to adjust hours and wages. The union, which has 55,000 members, is empowered to bargain for ita members, but Ite demand for a closed shop is not granted. The Arbitration Committee consists of Raymond V. Ingersoll. borough president of Brooklyn: William M. Chadbourne. representing the Real Estate Board of New York, and Ed ward Maguire, representing the union. County Agent to Talk> DECATUR HEIGHTS.
