BOOK ON GEN. BLISS BARES WAR DELAY Allies Blamed for Collapse of Plan, for Quick Transporta tion of U. S. Army. By the Associated Press. NEW YORK. November 29—Gen. Tasker H. Bliss sugRested in May, 1917, a plan which would have put en American Army of half million men in Prance late that Summer, Frederick Palmer asserts in "Bliss, Peacemaker," published yesterday. "If the allies could have united on the plan proposed," says Col. Palmer, "and if they had supplied the ship ping requisite for this prompt action to meet the demand which they con sidered so urgent, the course of our part in the war might have been changed. "We might have had an Army of 500,000 men in training in France before the end of the Summer of 1917, or eight months before Persh ing's total attained that number." Gen. Bliss' memorandum, suggest ing the plan, said in part: "I would move all but a small part of our ι Regular Army and ot the National ! Guard and the first 500,000 men to Europe as rapidly as they are or ganized, clothed and can be trans ported. The feasibility will depend largely upon the amount of shipping that the allies can release for our ' steady use." FUNDS Will Ask New Congress to Appro priate More Money for Labor Work. Secretary Perkins is expected to seek rom the new Congress a substantial ncrease in appropriations for the l.abor Department, contending the existing budget ior the department Is entirely Inadequate. In seeking a new deal for her de partment, Miss Perkins pointed out yesterday she has only approximately $13,500,000 to provide the machinery for studying the needs of 30,000,000 laboring people in the United States. Compared with other Federal de partments, she stressed that the ap propriations given the Labor Depart ment over a long period of years have been inadequate and entirely out of proportion to the value of the work which the department does. Herr Pflstershammer, a young engi neer of Munich, Germany, has Just in vented a telegraph pole composed of sections of steel tubing and is exhibit ing them in other European countries. The sections are in 12 sizes so that poles of 55 different types and strength can be made. The tubes are so thin that a man can carry a pole of usual length. The inventor also has devised climbing irons with which a work man can scale the poles.
