BOND LIST TAKES UNEVEN COURSE Declines Shown by Most Issues—Rails Begin to Move Down. Br th* Associated Press. NEW YORK, March 29.—The bond list showed spots of strength and weakness today and the declines had numerical superiority in the late trad ing. After holding up fairly well during the forenoon rail Issues began to wear down again under some increase in offerings. United States Governments were dull, with small advances and losses about balancing. Foreign issues showed renewed weakness, but British bonds were in exception. Duquesne Light 4*2s suffered a sudden drop of 2 points in connection with rumors that the company was considering their retirement through refunding. Washington Exchange SALES. DANVILLE, Va., March 29.—En actment of the Flannagan grading bill will spell the doom of the "pin hooker,’' or speculator, on tobacco warehouse floors. J. Hurt Whitehead of Chatham said in a speech to the local Rotary Club. Mr. Whitehead, who is a champior of the measure and recently ap peared at a Washington hearing in its support, pointed out that there are independent buyers who watch market fluctuations to buy low and sell higt when the demand is greater. Passage of the bill would eliminate them, he said. FOREIGN MARKETS. By the Associated Press. LONDON.—Business on the Stock Ex change today was restricted by the unset tled condition of the foreign exchange markets following the devaluation of the belgas and the unsettled continental polit ical situation. Gilt-edged securities and Industrials eased on lack of support. while German. Prench and Belgian bonds weak ened. Copper shares were better, due to the agreements reached at the copper con ference Trans-Atlantic issues held steady. Further transfers of Government funds of member banks increased Treasury deposits with Federal Re serve banks by $115,000,000 during the week ended March 27, the weekly | condition statement at the Reserve Institution disclosed.
