CHANGES INDORSE IN F. D. I. C. RATE! Senate Committee Reports Amendments to Adjust Insurance Levies. 87 the Associated Press. Amendments to the omnibus bank ing bill making the big city banks pay a larger assessment for deposit insurance and reducing the levy on small banks were approved by the House Banking Committee yesterday. This includes an assessment rate on total deposits instead of on a small fractional part as Insured deposits. Leo T. Crowley, chairman of the Federal Deposit Insurance Corp., sug gested part of these amendments and opposed others. As the law now stands, a bank which has a $100,000 deposit may, under certain conditions, join the F. D. I. C. and get $5,000 of that deposit insured. However, the bank pays only one-half of 1 per cent on the $5,000 for the Insurance. The Banking Committee yesterday voted to make the assessment annua] and mandatory, to fix it at one-eighth of 1 per cent and to make it cover all deposits. Under this change a bank with a $10,000 deposit would pay one-eighth of 1 per cent of the $10,000; a bank with a $5,000 deposit would likewise pay the same percentage. But small-town and rural banks have deposits of much lower average than some big city institutions. They have had to pay the insurance pre mium on virtually all their deposits. A big city bank with a $500,000 de posit paid the assessment only on the first $5,000 of that deposit; it now will pay the assessment on the whole $500,000. ■ ■ 1 ■ THE WEATHER District of Columbia—Rain anc Slightly warmer, with lowest tempera ture about 48 degrees tonight; to morrow rain, colder in the afternooi or at night; moderate southeast ant south winds, shifting to northwest to morrow afternoon or night.
