Ability to swim is essential to safety and well-being of every one, accord ing to C. Marshall Finnan, superin tendent of National Capital parks. Announcement of The Star-Y. M. C. A. Learn-to-Swim campaign prompt ed Finnan to write In commendation of the program, which begins April 22. In a letter to James C. Ingram, boys’ work director of the Y. M. C. A., who is in charge of the drive, Finnan said: “Please permit me to commend The Star and the Young Men’s Christian Association upon the admirable effort in the interest of teaching young men and boys the technique of swimming. Swimming Held Essential. “A knowledge of swimming is essen tial to the safety and well-being of each man, woman and child, regard less of age. and is an accomplishment that should be achieved as early in life as possible. No other knowledge will serve Its possessor to more valu able advantage, nor bring more satis faction, pleasure and confidence through life. “In addition to the necessity of knowing how to swim as a matter of self-preservation, and the ability to lend assistance to others in distress, swimming is an ideal form of recrea tion. It is a splendid, health-producing and body-developing exercise. It pro vides relaxation and refreshment and it promotes good sportsmanship and fellowship. Pleasure Stressed. “In Washington and vicinity, where the devastating rays of a Midsummer sun and excessive humidity combine to produce an enervating effect upon all citizens, the swimmer obtains the maximum pleasure and value from the pursuit of water sports. "Your efforts in this direction are worthy of every encouragement and have my .whole-hearted indorsement. CHAMPAIGN, 111., April 16 vP».— The Student Affairs’ Committee yes terday took under consideration a set of rules, which would make Univer sity of Illinois fraternities “pay up or get out.” The committee studied provisions which would limitt fraternity debts to $200, by the active chapter, and would demand local tradesmen be paid in full by June 1 of each year. Also under consideration were rules which provide no fraternity building program may be undertaken without the approval of the university. The Legislature's passage of an anti-nudlsm blU, championed by for mer Gov. Alfred E. Smith, as counsel for the Legion of Decency of New York, raised doubt as to how long the guild's light-clad, streamlined version of "The Girl Prom Child's" would run. The anti-nudism bill was approved by both Assembly and Senate, and went before Gov. Herbert H. Lehman for signature or veto. The bill provides that persons of op posite sex appearing in the nude shall be charged with a misdemeanor, and that owners of property on which ---j nudism is practiced shall be guilty of the same offense.
