Jones k Laughlin Steel Co. of Pitts burgh submitted a proposal to sell $40,000,000 in bonds, of which $31, 500.000 would be spent for construc tion and new-plant equipment. The great bulk of the billions in se curities registered with the Securities Exchange Commission has consisted of refinancing Issues, and some ouar ters have contended that recovery has been retarded by lack of capital con struction by private Industry. Officials declined to say whether they believed the Jones k Laughlin action indicated a break in the capital log-jam. The total of securities to raise funds for plant and equipment in January was only $9,959,340. Last year's total was $46,236,000. There also was $105,600,000 for increase of working capital, which also means new money. New Plants Planned. Jones k Laughlin said they planned to spend $25,000,000 immediately to construct a continuous wide strip sheet plant, $5,000,000 for a new elec trically-driven blooming mill at Pitts burgh and $1,500,000 for additions to the four-high cold reducing mill at the Aliquippa works. Of the balance, $5,500,000 would be used to retire a debt at the Union Trust Co., at Pittsburgh, and the re mainder for corporate purposes. The Securities Exchange Commis sion said the interest rate on the bonds ,the price to the public and the underwriters have not yet been deter mined and will be supplied in an amendment to the registration state ment. United Aircraft Files. Also registered yesterday was a $6, 300.000 stock issue by United Aircraft Corp., an unspecified amount of which woyld be spent for plant and equip ment.
