NEW YORK. March 6.—United States Government issues continued! the trek to new high ground in the bond market today. Corporates were | mixed, foreigns quiet. In the United States Treasury list i the 3:,8s of 1941 rose a little to reach j a high since the date of issue, while j the 3'4s of 1941 advanced to equal its ; high mark reached yesterday. The j 2'ss were bid up to a new high for 1936. The upturns in these obligations were explained in investment circles In the light of the Treasury announce ment that it had received cash sub OUil}/UUUO \fk CIWUL CO.lVW.wuu.vuu . the bond offering of $650,000,000 and ! a to^l of around $3,300,000,000 for its $600,000,000 note offer. The keenness of the demand for; the new loans was further illustrated \ by the decision of the Treasury to j allot to large subscribers 13 per cent j of their bids on the bonds and 18 per cent on the notes. It was recalled that last December j on similar flotations, allotments were 23 per cent of total bonds subscribed end 19 per cent on the notes. The j fherpening of demand in the interim is generally attributed to the ad ministration's tax plans. ARMCO SUIT LOST BY WHEELING STEEL __ U. S. Circuit Court of Appeals Upholds Dismissal of Plea for Documents. By the Associated Press. CINCINNATI. March 6.—The Wheeling Steel Corp. of Wheeling. W. Va„ lost today in its effort to obtain certain facts and documents from the j American Rolling Mill Co., of Mid- j dletown. which sued the Wheeling j concern for recovery of royalties al- : 1 legedly due under a license permitting the Tise of Armco patents. The United States Circuit Court of j Appeals upheld dismissal of the Wheel ing Corp.'s bill of discovery, which ] the concern held was necessary to | permit it to defend itself in the Armco suit. Federal Judge Robert K. Nevin had dismissed the bill of discovery June 19, 1934. RICHMOND. Va.. March Direc tors of the Federal Reserve Bank of Richmond will meet here March 12 to elect a successor to President George J. Seay, who was retired March 1 under a ruling of the Board of Governors of the system fixing the retirement age at 70. There has been no mention here of a successor to the position, which pays an annual salary of $25,000. Mr. Seay was re-elected for a five year term on February 13 and given the title of “president” instead of "governor," under provisions of the banking *«t of 1835. However, the Board of Governors of the system, whd must approve appointments of presidents and vice presidents of dis trict banks, ruled that such officers who are 70. or who become 70 before the completion of a five-year term, must retire. ! The Federal Reserve Board's condi tion statement of Reserve banks showed today the demand for month’s \ end cash caused money in circulation to jump S73 000.000 during the week ! ending March 4. To meet this additional demand, the j Treasury transferred cash from Re- j serve institutions to commercial banks, ; while the commercial banks, in turn, , drew> down from their reserve bal- 1 ances. March 6.—Crams Re- j ports, Inc., said today that production I of passenger cars and trucks in the United States and Canada rose sharply , this week to 84.705 units, compared to 64,956 units recorded for the previous week. March 6.—With im proved weather serving as the prin cipal stimulus, retail trade experienced a brisk recovery during the past week, said Dun & Bradstreet today, in their weekly summary of trade conditions. Durable Goods Win. The summary also reported stronger indications of general industrial ex pansion, with the durable goods di vision favored. "This lifted the estimated average for the country 8 to 12 per cent above the comparative 1935 period. “Widening the improvement that started in the week previous, greater activity spread to practically all branches of the wholesale trade, with buying particularly accelerated in Spring merchandise. "Retailers hastened to place their long-postponed orders for goods re quired in pre-Easter promotions and made generous specifications for staples needed for current demand,' as consumer buying continued to rise. “Good gains were reported for both shoes and millinery, while for men's clothing and furnishings some houses reported volume up 10 to 15 per cent from a year ago.
