BUILDING MOUNTS Value of January Permits More Than Double 1935 Mark Despite Cold. BY EDWARD C. STONE. The Federal Reserve Bank of Rich mond reported today that the esti mated value of building permits issued i In the fifth Federal Reserve district in January was more man qoudjc mai ef the same period in 1935 and con tracts actually awarded for work ex ceeded contracts awarded in January, 1935, by 129 per cent. This record was made despite the fact that the weather prevented most construction activities, the review states. Trade in January and the first half ef February showed a seasonal reces sion, but scored distinct improvement ever the same period a year ago. the report said. In banking, the state ment continues, total earning assets increased at the Federal Reserve Bank of Richmond between the middle of January and the middle of February,; member bank reserve deposits in- ; creased further in excess of legal re quirements, and there was an increase in the circulation of Federal reserve notes. At reporting member banks, loans and discounts declined moderately luring the past month, but invest- j ments in securities rose materially, and both demand and time deposits registered substantial gains. Debits to j Individual accounts figures .in five weeks ended February 12 declined sea sonally in comparison with debits in five weeks ended January 8. 1936. but totaled 14 per cent more than debits in five weeks ended February 13. 1935. Industrial employment changed little ‘ between January 15 and February 15, but extremely severe weather delayed ell construction projects and other nntri/in ti-nrlr enrf mo m’ n'nrlr_ ers to lose time and income, the re view added. Six Bank Chairmen Dropped. Reorganization of the Federal Re serve banks by the new governors of the Federal Reserve System is bring ing about sweeping changes at many Reserve banks, including the one at Richmond. Six chairmen of Federal Reserve Banks have already been dropped by the new board and it develops that two other governors, in addition to Gov. George J. Seay of Richmond, have not been approved by the board for further service on the grounds that they were over 70. the compulsory retirement age for all Fed eral Reserve Bank employes. These two governors are George Norris of Philadelphia and J. U. Calkins of San Francisco. All three governors had been re-elected by the directors of their own banks. It is announced here that the chair man of the 12 Reserve banks are to have only honorary duties in the future, no salaries being attached to the position. The governors, however, hnnp to cret. verv able bankers'to serve in this capacity. The Richmond chairman has not yet been named who will take the place of the late W. W. Hoxton. who was chairman and also reserve agent for so many years. Duties of the agents have already been combined with those of the 12 bank presidents, in the present drive for economy in management. Will Leave April 30. The six chairmen who will leave the service after April 30 are J. H. Case. New York: F. H. Curtis. Boston; L. R. Austin. Philadelphia; E. M. Stevens. Chicago: J. S. Wood, St. Louis, and C. C. Walsh, Dallas. E. S. Burke, jr.. Cleveland, was the only chairman to be reappointed. W. W. Martin, former assistant to the governor of the Reserve Board under Eugene R. Black, was appointed to the vacant chairmanship at the Atlanta Bank. W. B. Geery. former governor of the Minneapolis Bank, has been made chairman, succeeding J. H. Payton, who was made president. J. J. Thomas, for so many years a member of the board in Washington, is now chairman of the Kansas City Bank. Reception Committee Named. Mifflin Blackistone, 930-34 Invest ment Building, has been appointed branch manager in charge of the Washington office of the General American Life Insurance Co.. St. Louis, it was announced today by John J. Moriarty, vice president. In various managerial positions Blackistone has had 14 years’ exper ience in life insurance selling and supervisory work and belongs to sev eral Insurance organizations. For merly in the hotel business, he is a member of the Greeters of America. He is married and interested in out door sports. Heard in Financial District. Mergenthaler Linotype sold at 44 Vi on the Washington Stock Exchange today. Capital Transit opened at 14Vi and closed at 14 on a 161-snare tum aver. There was a lively demand for Potomac Electric 5% per cent pre ferred at 113. Capital Traction 5s registered the only bond transaction when they changed hands at 90%. Robert C. Jones, head of the Invest ment firm of Robert C. Jones & Co., has returned from a month’s vacation passed on the Pacific Coast.
