MDONALD TELLS OF F. HABEHEFITS Administration Can Insure Mortgages to $10,000,000 9 on Large Projects. . Additional light on privately owned, financed and operated large scale housing projects was provided here today through a statement by Stewart McDonald, Federal Housing Adminis trator, describing what organizations may engage In construction of such projects. The Housing Administration, he •aid. can insure mortgages in amounts tip to $10,000,000 each executed by Federal, State or municipal authori ties, or corporate instrumentalities, if euch agencies wish to organize large ecale housing projects, and mortgages issued by private limited dividend corporations. Private limited dividend corpora tions may be organized under the ordinary business incorporation laws of the various States, provided they submit to regulation by the adminis trator as to rents, charges, capital structure, rate of return and methods of operation. Form Separate Operation. The large scale housing activities of the Federal Housing Administration form a separate operation from the Insurance of modernization credit loans and the insurance of dewlling mortgages made by private lending agencies. The essential purpose is to provide housing facilities for individuals in low income brackets developed entirely by private enterprise. Organizers of projects, however, are required to show the need for specific developments and evidence that they are economically Sound. Private limited dividend corpora tions, in the opinion of Administrator _ cr _ i _ _i for the plannig and construction of many large scale housing projects In all parts of the country. In discussing the organization of such corporations, he pointed out that there are certain elements In the or ganization which are fundamental to the Federal Housing Administration’s plan of procedure. These are covered in the certificate of incorporation Itself, which has in it some aspects of an agreement with the Federal Hous ing Administration. Are Covered in Certificate. All such matters as rents, charges, Capital structure, rate of return and methods of operation are covered in this certificate, he said. In order to make possible the necessary regula tion by the administration, provision must also be made for representation of the administration on the board of dircetors. In addition there must be Issued to the administration certain 6hares of special stock which acquire majority voting rights in the event of default under the mortgage or viola tion of any of the terms of the certi ficate of incorporation, although such voting rights continue only .until the default or violation is remedied. When the mortgage is retired, how ever, the contract of insurance is terminated, the special stock is sur rendered by the administration and all regulation and restriction by the administration cease with full owner ship and control of the project re verting to the corporation. The amount of equity investment In the project, the administrator said, must be at least equivalent to the value of the land, which must come Into the transaction free and clear of all liens. In addition there must be such cash as may be required for working capital, pre-opening expenses, contingencies and the amount neces sary to bring up the total equity to a sound ratio to the amount of the mortgage. This, he said, must be at least 20 per cent of the total cost of the property and should be more. New Type Cooking Utensils. Glass cooking utensils which can be Used in direct contact with the flame are made from a new type of glass. Two sizes of saucepans, with remov able handles, are now available. New Type Jar Top. A new two-piece metal cap for ma •on and like-threaded jars eliminates rubber rings, tightening after process ing. WHEN the bulky oil truck backs up to your house like a friendly elephant, do you get worried wondering how much oil is going to be spilled on your lawn or shrubbery while they unload your fuel? Plenty of people get nervous, and with reason, for it is almost impossible for a driver to fill a tank without slopping oil over the top—or giving short measure. Good intentions on the part of oil deliverymen can be turned into good deeds, however, with the addition of an alarm to your oil tank. When the oil reaches the danger zone this handy little gadget begins to whistle. "Whew,” it says, “watch out! Almost full!” And it keeps on saying it until the tank is full, giving lots of time in which to turn off the supply. This new' alarm screws right into the fuel tank and forms an integral part of the venting system. As the fuel enters the tank it displaces air until it reaches a predetermined level which is called the “sealing point." Then no more air can flow through the main vent and the entire dis placed air must push out through the vent which houses the copper whistle. This creates a shrill “whooo,” which is carried to the outside air and can be clearly heard by the driver. All these factors count heavily, in the complicated business of keeping warm at the tail end of the Winter. * * * * Loss-Proof Keys. "I’d like to lock that door but I’ve lost the key.” How often have you heard it said? Keys to the doors between rooms are never guarded with the vigilance of house-latch keys, and so have a way of vanishing from sight. For the occasions when you want to be secure from interruption or when the wind wants to blow your door wide open, a loss-proof key is the thing. It’s available in something called a ’’button lock.” Right in the center of the door knob is a round button, like a door bell. To lock the door you Just press the button. To unlock it all you have to do is turn the knob. A special self-restoring device on these locks makes it Impossible to get locked out. You see, the lock won't fasten until the door is completely closed. If you have toddlers and have suf fered from the fear they’ll lock them selves into the bath room or the nursery, this kind of lock is your salvation from worry. They can't get locked in, for even if they press the button from the inside their instlnc when the tank is full the air will go back to flowing through the main veht. But if he’s on his toes there should never be any occasion for that vent to carry oil as well as air. It’s not only expensive to waste precious oil, but it’s disastrous to grass and bushes. Oil companies re port they have had cases where dam ages have amaounted to $1,000, while an expense of $100 due to spilling is not unusual. Besides this, you can imagine what spilled oil is as a fire hazard. Ordinary people like you and me, to whom fuel tanks and stoves are more or less mysterious automatons, appreciate an audible signal which we can hear, as well as the driver. You don’t need to stay at home to await an oil delivery. A New York architect decided not long ago to invent a firescreen he could operate without losing his tem per. This sliding screen goes into a pocket built above the fire-opening. It fits tightly with no apertures at top or sides, yet moves easily, as if on greased wheels. They say it will stand rough usage, so you need not handle It gingerly. All unusual ac cidents can be remedied with the aid of an ordinary screwdriver—It's that simple. , It comes plain, but It may be decorated from design submitted to the manufacturer by your architect. It also carries diseases from one plant to an other, working not only on the foliage of the plants but frequently on the root system.
