Approval of the Sisson bill, to repeal the "red rider” banning the teaching of communism in the public schools, was voiced in a resolution adopted last night by the Kalorama Citizens’ Association. In another resolution, the associ ation indorsed a plan whereby "Congress shall establish a perma nent Board of District Estimates, con sisting of the Commissioners, a repre sentative of the Secretary of In terior, a representative of the Bureau of the Budget and such other officials as may seem pfoper.” The resolution declared that the Commissioners' estimates "intelligently and conscientiously compiled are often go inconsiderately cut by the Federal Bureau of the Budget that appropri ations for vital needs of the commu nity are eliminated or reduced below the margin of safety.” It was contended that the plan would provide a means "to determine the proper contribution of the Fed eral Treasury to the expenses of the 1 District of Columbia in a truly equit *» i Miss Etta L. RICHMOND, March 10.—Insufficien cy of evidence and improper instruc tions to the jury were set forth as chief points in the appeal of Edith Mdxwell for a writ of error in arguments be fore the Supreme Court of Appeals yesterday. Alfred A. Skeen of Clintwood, the only one of the three attorneys for j the young Wise County school teacher to speak during the 30-minute argu-j ment, told the court-that when it had “considered this record it will be at I a lass to account for the return of , a verdict of first-degree murder." j The defendant was convicted inj Wise County Circuit Court of the! slaying of her father, Tngg Max well, and is under sentence of 25 years’ imprisonment. The appeal to the Virginia Supreme Court was taken after Judge H. A. W. Skeen refused j to set aside the verdict. Mr. Skeen declared in his argu ment that the Circuit Court should have instructed the jury as to second degree murder and manslaughter, as ; well as first-degree murder, but that' the defense did not request such in structions at the trial because It would "have forced abandonment of our plea of self-defense.” "There is one vital point in this petition, to my mind,” Mr. Skeen told the Supreme Court Justices, "and If my premises are right other assign ments of error set forth here would become moot questions. CIUDAD TRUJILLO, Dominican Republic, March 10 (A>).—An agree ment designed to end long-standing boundary troubles between the Do minican Republic and Haiti was signed yesterday at Port-au-Prince, Haiti, by President Rafael L. Trujillo of the Dominican Republic and Presi dent Stenio Vincent of Haiti. Reptiles Brought From Cuba By Keeper of 300 Collection - *1 Snakes, Frogs, Lizards and Birds in Jennifer Group. Vacation Spent Last Year on Similar Mission in Tropics. Another keeper at the Zoo has turned collector during his vacation and returned with an assortment of small creatures from Cuba. This time it was Roy H. Jennifer, 1 chief of the reptile house, who filled several sacks, cages and boxes with snakes, frogs, lizards and birds. Jennifer got back from Cuba yes terday with a varied assortment of specimens in fine shape. He had spent eight days touring about the island, buying small creatures from natives. The keeper obtained 61 tree frogs of various types, several Cuban tree boas and as many white-bellied water snakes, 49 lizards, six humming birds and eight hutias, a rat-like creature. Last Summer when the head of the bird house got a vacation he went to Panama and came back with sev eral score of tropical birds. He had spent his "leisure” in a Central Amer ican jungle buying birds from Indians or trapping them himself. I--| Kussian Lx-General Accused of Burning Young Finn at Stake B, the Associated Press. HELSINGFORS, Finland, March 10.—The second trial of Toiva Antikalnen, former Rus sian general charged with order ing a Finnish youth burned at the stake during a red uprising in 1922, began yesterday. The Finnish Supreme Court reversed a sentence of life im prisonment for anti-Kainen last November and ordered that he be allowed to call witnesses from Russia. Nine Communists were prepared to testify for the de fense. The government charges troops commanded by the former gen eral held the youth in th* flames at the point of bayonets. r ROY H.
