BURKE TO BE HONOR GUEST AT BANQUET Dinner Dance Tuesday for New Postmaster Given by Federal Employe Council. Vincent C. Burke, who becomes postmaster here Wednesday, succeed ing William M. Mooney, will be the guest of honor of the National Legis lative CouncU of Federal Employe Organizations at a dinner dance at the Hotel Washington Tuesday night. The council is composed of the Na tional Federation of Federal Employes, National Rural Letter Carriers' Asso ciation, United National Association of Post Office Clerks, National Asso ciation of Postal Supervisors and Na tional Association of Post Office and Railway Mail Service Laborers. Burke, a career man, is relinquishing the post of Deputy First Assistant Postmaster General to take over the postmastership, and Postmaster Gen eral James A. Farley and other rank ing postal officials are expected to at tend the fete in his honor. The dinner will start at 6 o’clock. Layer Cake Effect. MARSHALL, Minn. (/P).—The hard iyinter here ended In a flash of whimsy. First came 2 inches of con ventional, or white, snow. Then the wind shifted into the South, mixed in some particles from a duststorm and deposited a chocolate-hued upper surface of 3 inches with a layer cake effect. GEORGETOWN STUDENTS VISIT NORFOLK PORT Foreign Service Group Inspects Newport News Also—Goes to Williamsburg. To make a personal inspection of shipping and port facilities, a delega tion of about 60 Georgetown foreign service students are spending the week end at Norfolk and Newport News, Va. Accompanied by several professors, the students left Washington Friday night by boat. As guests of the Nor folk port authorities, they will Inspect the harbor, and make a study of load ing and unloading cargoes. They were luncheon guests yesterday of the New port News Ship Building Co., and last night were entertained at the College of William and Mary, at historic Wil liamsburg. Today will be spent at Virginia Bgarh. The students are members of the in tercollegiate Propeller Club. Most of them are specializing in shipping and foreign trade courses. FIVE EXPERTS TO AID REORGANIZING STUDY Senate Committee to Meet Thii Week—Questionnaire to Be Sent Bureaus. The special Senate Committee on Reorganization of Government De partments may meet this week with five expert advisers who will assist in analyzing the functions of all Federal agencies, to determine where consol idations could be effected. Senator Byrd, Democrat of Virginia, chairman, said yesterday the Brook ings Institution is at work on prepara tion of the questionnaire the commit tee will send to all Government bu reaus, asking for data on increases in personnel in recent years and the gen eral scope of the work performed by each bureau. The five advisers called in by the commitee are Louis Brownlow, former District Commissioner; Luther Gulick, director o£ the Institute of Public Ad ministration; William Tudor Gar diner, former Governor of Maine; H. W. Dodds, president of Princeton Uni versity, and John D. Clark, professor of economics at the University of Ne braska. Lecture on Cancer Cells. An illustrated lecture on the be havior of canoer cells will be given at 8:30 p.m. Tuesday in the Carnegie Institution assembly room by Dr. War ren H.
