SPENDING CHIEFS ' OFFER PROBLEMS Ickes-Hopkins-Tugwell Hav ing Variety Types of Troubles. . BY CARLISLE BARGERON. President Roosevelt has once again found it necessary to take stock of his three spenders, Harry Hopkins, Prof. Tugwell and Public Works Ad ministrator Ickes. No criticism at taches to Hopkins’ ability to spend, but a storm has arisen around the way in which he has been spending. Ickes Is again pressing to the fore with the claim that he knows how to apend $700,000,000 and he is get » ting considerable congressional sup port for his plan. But is develops that Prof. Tugwell has about $35,000,000 on hand for the purchase of submarginal lands that he is having an awful time getting rid of. He has had some in formal discussions with Congress men looking to the passage of a law • which would relieve what he considers to be the red tape around the mat ter of clear titles to the submarginal lands he wants to purchase. R de velops that because of the insistence of the Department of Justice and Controller General McCarl on clear titles Tugwell's submarginal land purchase program is moving slowly, if it is not almost at a standstill 14.50 per Acre Average. Of the $41,000,000 originally set aside for purchase of submarginal lands, only $6,000,000 has actually reached the farmers' hands. He has options on enough land, virtually, to absorb the remaining $35,000,000 if the matter of clear titles could be straightened out. He is paying on an average of $4.50 an acre for these submarginal lands. The options cost nothing, because it is land with which the farmers are doing nothing and they are glad to even get a promise or a likelihood that the submarginal land department of the Government will buy it. Being the sort of land it is, how ever, makes the business of proving title all the more difflcult. In some Instances, it Is-pointed out. the farm er, deep down in his heart, doesn’t know whether he owns the land or not. It seems that Prof. Tugwell’s pur chasers go around the country and whenever they see a submarginal strip that strike their fancy they make inquiries as to ownership. Just a submarginal atrip in itself is not suf flcient for Prof. Tugwell’s purchasers. It must be adjacent to other submar ginal strips, so that together they all form sort of a submarginal plan, out of which they can work a park or a national preserve. In many instances the owner is not easy to be found at first, because the farmer is wondering whether the Government man is a tax collector. Then when his real mission is learned the trouble is to get the right one of the several owners who may appear. This is one of the reasons why the Department of Justice and the con troller general are so determined In the matter of Tugwell's getting clear titles. Solution Elusive. Their determination in this re spect, though, has almost brought the submarginal land phase of his ac tivities to a standstill. In his dis cussion with Congressmen he has wondered if a law couldn’t be passed making him the judge of what con stitutes a clear title. So far no Con gressman has been able to see just how this could be worked out. Tugwell was, for soma time, in quite a dilemma as to how he could spend the money allotted to him for rural resettlement. He got around this, however, by dropping the “rural” and going in for low-coet housing projects under the "resettlement” au thorization. He is not having much difficulty, either, in getting rid of the money In the farmer rehabilitation phase of his activities. Approximate ly 3.000,000 persons are receiving re habilitation assistance in one form or another. A story has Just come up from the South of his having given a horse to a family that had been taking turns at pulling a plow. Now the horse will pull it. Ickes’ friends have always felt that he was mistreated when the Presi dent made Hopkins chief spender.
