FLEMING 10 SPEAK AT BANKSESSION A. B. A. Chief to Appear First on Program at Annual D. C. Convention. BY EDWARD C. STONE. Robert V. Fleming, president of the American Bankers' Association and of the Riggs National Bank, will be the first speaker at the annual convention 01 me u isuici, Bankers’ Associa tion, which opens two weeks from today at White Sulphur Springs, W. Va„ accord ing to announce ment by Francis G. Addison, jr„ president, of the Security Savings & Comm erctal Bank and chair man of the Pro gram Committee. Mr. F1 e m ing will speak on the Louis D. Bliss. present DHimiug druauuu iksjui a national viewpoint. His address will naturally include observations and facts obtained during his countless contacts with bankers from all over the country during the year as he carried out his official duties. It is the first time in the history of these con claves that the head of the A. B. A. has been a member of the District Bankers' Association and his asso ciates plan to make him an honor guest. Charles H. Doing, president of the essociation and first vice president of the Washington Loan & Trust Co., will call the convention to order and review the year's work. Another speaker will be J. Harvie Wilkinson, vice president of the Virginia State Planters Bank & Trust Co. of Rich mond, who will discuss "Bonds In Banks’ Portfolios." Charles H. McComas. manager and Attorney. Fidelity & Deposit Co. of Maryland, will speak on ' Some Aspects of Banking and Suretyship,” a subject on which he Is considered an author ity. A review of Commercial trade Activities in Washington will be pre sented by Norman E. Towson. assist lint treasurer of the Washington Loan Trust Co., alter which Lanier P. McLachlen. president of the Mc Lachlen Banking Corp.. will report on “Treasury Relations." Chairman Addison stated that the Program Committee had decided to omit the usual formal reports of sec tions and committees and in their place hold discussions on the features of their work which require general consideration by the association mem bers. Bliss, president of the Bliss Electrical School, Takoma Park, was elected secretary of the board of di rectors of the National Metropolitan Bank at the May meeting yesterday afternoon. H? has been a valued member of the board for several years. One of the best known scientific men in the country, Prof. Bliss is a native of Newburgh. N. Y., and a graduate of Columbian, now George Washington, University. He founded the Bliss Electrical School and has personally directed it for 40 years. At the same time he has done much writing on scientific subjects, prob ably his best known book being '•Theoretical and Practical Electrical Engineering ” A member of many national scien tific organizations, Prof. Bliss also be longs to the University and Cosmos Clubs and is a leader in the Baptist Church. A resident of Takoma Park, he has rendered important service on the town council and has been active In the affairs of the Takoma Park Citizens' Association. Savings Convention Notes. Conservative first mortgages com pare favorably with bonds rated as suitable mutual savings bank invest ments, according to a report present ed today at the Atlantic City con vention. The draft of a model mutual sav ings bank law will be available as a result of studies conducted by the Committee on Extension of the sav ings bank system, Harold J. Staples, Biddeford, Me., told the convention. Sale of new bond issues to invest ment bankers before they are offered mutual savings banks was scored as unlair by E. K. Woodworth, chairman of the Committee on Public Utility Bonds. The railroads must exert themselves to the utmost to win back to the rails some of the traffic which has been lost to the highways and the water ways, Henry Bruere, president of the Bowery Savings Bank, declared, call ing for greater action by railroad management. According to news dispatches, en couragement for New York, New Ha ven & Hartford R. R. bondholders was extended by Myron P. The Union Trust Co. of this city has become a member of the Federal Reserve System, according to an nouncement made today by Ord Pres ton. president of the bank. The Fed eral Reserve Bank of Richmond sent word yesterday that the bank’s ap plication had been accepted. The Union Trust Co. was founded in 1900. Since Mr. Preston became president of the Institution in 1932 the bank’s deposits have increased more than $3,500,000 to the present total of con siderably over $10,000,000. Charles E. Stuart, vice president of the Export-Import Bank since It was founded two years ago. has resigned to resume the active presidency of the engineering firm of Stuart, James & Cooke in New York. Railways 4s in Good Demand. Trading in Washington Railway & Electric 4s featured today’s session of the Washington Stock Exchange, five $1,000 transfers taking place at 107. Capital Transit stock came out at 13 on a 10-share sale, and a single share of Washington Gas Light stock ap peared at 81, up a point over the last previous sale. The market closed with 15 shares of Potomac Electric Power 6 Vi per cent preferred changing owner ship at 110%. Both Potomac Power preferred Issues. Washington Railway & Electric common and preferred and Mergen thaler Linotype are being quoted ex dividend, payments being due in a short time. Insurance Payments Heavy. In their sales talks during “Insur ance wreek” agents here are report ing that life insurance companies in the United Statese paid out more than $3,000,000,000 in claims in 1935, or twice as much as Federal relief expenditure®, according to a state ment made today by the National Association of Life Underwriters. May 14 — Bullish forces ! took control of the stock market to j day, pushing favorite shares 1 to 6 or more points higher in the most i active trading in more than a week. I The closing tone was strong. Sales | approximated 1.350,000 shares. Although the turnover tapered off j considerably during the last two hours a thin sellers' market resulted in I full maintenance of forenoon gains | and in some cases an extension of a point or so. leaving closing prices the best of the day. Leaders on the upturn included American Telephone, Westinghouse, J. X. Case, Du Pont, International Har I vester, Allied Chemical, Owens-Illinois, Youngstown Sheet & Tube, United States Steel, Bethlehem, General Mo-w 1 tors, Chrysler, Auburn Auto, Packard. Deere, American Smelting, Western Union, Consolidated Edison, North | American, Santa Fe. New York Cen tral, Southern Pacific, Douglas Air craft, Distillers Corp.-Seagrams and International Nickel. Other financial markets also were generally brighter. Cotton was firm. Corporate bonds edged forward mod erately and leading foreign currencies were steady. Buying was encouraged by higher Liverpool cables, the firmer stock market and overnight reports from*-* Washington with reference to plans for ultimate marketing of Government loan cotton. May sold up to 11.62. or 4 points net higher, while October advanced to 10.52, or 18 points net higher and were within 3 or 4 points of the best during the middle of the afternoon.
