BANKERS TO LEAVE FOB D. C. SESSION More Than 200 With Guests Ready to Depart for White Sulphur. BY EDWARD C. STONE. More than 200 Washington bankers and their guests will leave the Capital at 5:30 o'clock this afternoon aboard a Chesapeake & Ohio special train bound for White Sulphur Springs, W. Va., where the eighteenth annual conven tion of the Dis trict Bankers' As sociation will open tomorrow at 5:30 o’clock and continue for the rest of the week. Charles H. Do ing. president of the association, will call the con vention to order ckKr|(, H Dolnt. end present his report covering the year’s work. Greetings from the American Bank ers’ Association will be presented by Robert V. Fleming, who is head of the A. B. A. and also a member of the local association. The first guest speaker will be J. Harvie Wilkinson, vice president, 6tate-Planters Bank & Trust Co., Richmond, Va„ "Bonds in a Bank’s Portfolio" being his subject. The next speaker will be Charles H. Mc Comas of Fidelity & Deposit Co. of Maryland. Trade Report on Program. One of the most important reports will be presented by the chairman of the committee on commercial trade activities, Norman E. Towson, Wash ington Loan St Trust Co. Another will fover Treasury relations, the chairman being Lanier P. McLachlen, president of the McLachlen Banking Corp. The clergyman opening the day's session with an invocation will be Right Rev. Arthur C. Thomson, bishop of Southern Virginia. The first day’s program also includes the appoint ment of Nominating and Resolutions Committees and the selection of a Nominating Committee to name vice presidents for the four divisions of the A. B. A. The retiring vice presi dents are William V. Simmons, na tional bank division; S. Wilson Earn ihaw, savings bank; A. Scott Offutt, States bank, and T. Stanley Holland, trust company. With Karl W. Corby, first vice pres ident, presiding, the second day's pro gram will open with an address on ^The Greatest Safe Deposit Hazard,” by Albert F. Fisher, Riggs National, who Is chairman of the association’s safe deposit section. David Bomet, vice president National Savings & Trust Co., will report as chairman of the fiduciaries section. Minor convention xopios. G. B. Craighill, Washington attor ney, will speak on “Foreclosure Pro cedure in the District of Columbia.” Another speaker will be J. Howard Ardrey, Government official, who will explain “How Banks May Profit Un der the Federal Housing Administra tion.” "Development of the Educa tional Program of the American Insti tute of Banking.” has been assigned to J. Earle McGeary who has been president of Washington Chapter dur ing the last year. The winning essay In the institute’s annual contest will be read by Roland T. Oarr, Riggs National, who won first place. The credit bureau report by Chairman James C. Dulin, Jr., treas urer, American Security * Trust Co., also is on the second day's program. The Saturday session will open with a report from the auditors' section by Chairman James D. Barrett, American Security & Trust. Thomas J. Groom, second vice president, will be in the chair and introduce another guest speaker, Adolph C. Miller, former member of the Federal Reserve Board. Reports are due from all the stand ing committees of the association. The association will recess and elect offi cers for the organization to serve for the district in the A. B. A. during the coming year. The final event on the day’s proceedings will be the elec ton and installation of officers, with Mr. Corby slated to succeed Mr. Doing as president. B. St O. Net Improves. An Interesting study in railroad earnings trends is found in the Balti more & Ohio monthly report, which shows net operating income in April at $2,636,471, compared with only $979,873 for the same 1935 month. Total railway operating revenues reached $13,568,619, against $10,753, 417 for April, 1935, while operating expenses totaled $9,783,682, against $8,718,726 in the 1935 month. De ductions for tax accruals, equipment, rent, etc., climbed from $1,054,818 to $1,148,466. In the first four months of this year net operating income showed a decline to $7,163,399, against 87,276, 371 In the same period a year ago. Total operating revenue! climbed lrom $45,015,818 to $50,842,024, but operat ing expenses also rose from $33,668, 819 to $39,249,701. Deductions for tax accruals, equipment, rent, etc,. In creased from $4,070,628 to $4,428,924. It appears from the report that gains In operating revenues are continuing. While the increase in operating ex panses, including flood repairs and replacements, has been checked. In the meantime, the B. St O. is con tinuing its extensive improvement pro gram. Plans authorizing the air-con ditining of 57 more passenger cars will be well on its way to completion on June 1, when the reduced passenger jarea Decome enecuve. It will give the B. & O. and its West ern affiliate, the Alton, 480 air-con dltloned cars to meet the anticipated heavy demands of the vacation season. Trading on D. C. Exchange. The Federal land banks and Fed eral intermediate credit banks are educating the farmer not to borrow more than he can pay, Charles R. Dunn, fiscal agent for those Federal Institutions, said yesterday before the luncheon of the Philadelphia Associa tion of Security Salesman. Of $2,700,000,000 of loans, losses of the system have been only 0.38 per cent, he said. Suffolk County, Va„ will receive bids June 22 on 8100,000 refunding bonds at not exceeding 3% per cent, dated July 1, 1936, and due 1937 1968.
