LAUDS CONVICTION FOR TROLLEY SPEED I • Neilson Tells City , Heads Verdict Will Aid Traffic Safety. Conviction of Byron H. Mayer, 27, of 326 Fourteenth street northeast, on a charge of reckless driving while operating a street car, definitely places mass transportation vehicles under the traffic regulations and will aid in increasing traffic safety, George D. Neilson, assistant corpora tion counsel, told the District Com missioners yesterday. In a letter addressed to Henry Nestor, aid to Commissioner Hazen, Neilson asked that the Commissioners take cognizance of the conviction by a jury in Police Court, with a view to bringing about stricter control of street cars and busses. Mayer had been charged with driv ing his street car at a speed of from 35 to 40 miles an hour from Mount Rainier, Md„ to Fourth street and Rhode Island avenue northeast. "I have always contended that 8treet cars are subject to the traffic regu lations the same as motor vehicles and. although every one seemed to think it was impossible to convict any one charged with such an offense, I am pleased to know that there was apparently no doubt in the minds of the jury, as It deliberated but 12 minutes before reaching an agree ment," Neilson’s letter stated. "Special efforts were put forth to secure a conviction in this case and in my opinion the verdict of the jury will have a far-reaching effect in making our streets and highways safe and secure for persons and property.” Attorney Edward O'Connell, repre aenting Mayer, has filed a motion for a new trial for his client. Some strange Ideas about the read ing matter popular with sailors have come to light during this week’s book-collection campaign staged by the American Merchant Marine Li brary Association. “The Care and Feeding of Babies,’’ it was disclosed today, was among the many volumes deposited at the Public Library, Eighth and K streets, to help seamen, Ooast Guardsmen and light house tenders while away their dull hours. The association hopes to collect 350,000 books all over the United States by Saturday. It is receiving them at the main library and its branches, where the volumes should be left with the plain marking, "For Sailors.” Otherwise the books go on the library shelves. To explain the need for its cam paign, the association announced today: “The American Merchant Marine Library has an exceptionally fine op portunity to carry on the work of adult education and is furthering this phase of its activities at every turn. “Only a small percentage of our merchant marine officers come from the State school ships. Most of them have to work their way up, and unleu they have facilities comparable to those enjoyed by the man on shore, they are badly handicapped.’* NAVAL POST RENEWED The United States and Brazil have entered into an agreement to con tinue for four more years the Ameri can naval mission which has been supervising the training of officers in the Brazilian Navy. The American Navy men, consist ing of eight officers and five chief petty officers, already have been in Brazil four years.
