BANNER TO FACE POSTAL CHARGES W. P. A. Foreman’* Case in Con ftection With Bomb Slaying Dropped in Virginia. Bf the Associated Press. * Poet office officials said yesterday thej had decided to keep in custody Edward Banner, former W. P. A. foreman at Eastvllle, Va., In connection with the bomb-slaying of a Cape Charles, Va., farmer last July. State charges will be dropped. Postal Inspector Thomas M. Milligan said, but added, "it is very possible" Banner would be charged in a Federal court with violating postal laws. The decision to hold Banner, who was arrested with Dr. H. R. Hege, a North Carolina dentist, in connection with the mailing of a bomb package to Curry Thomas and his six-week bride July 22, was reached, Milligan said, after conferences between postal inspectors and United States District Attorney Sterling Hutcheson of Rich mond. Thomas was killed outright when he opened the package and his wife was injured severely. Banner will be held at Eastville temporarily, the inspector said, but will be transferred to Richmond if the Federal charge is pressed. Common wealth Attorney Charles Lankford, Jr., dropped the State's charges against Banner this week after Dr. Hege com mitted suicide in his cell by slashing his wrists and throat with a piece of broken glass.
