North Capitol Citizens Ask Financial Responsibility Proof Be Required. Endeavoring to insure ^pedestrians and motorists against injury or dam age hy taxis, the North Capitol Citi Bens’ Association last night Indorsed a proposal that taxi owners and asso ciations operating in the Distrct be re quired to deposit with the director of vehicles and traffic, or any other prop er agency, evidence of financial re sponsibility to answer in damages for personal Injuries or property damage. The meeting also witnessed re sumption of endeavor to secure from the city traffic lights at the North Capitol and R streets and the Lincoln road and R street intersections. Claiming tne District is financially able to pay for such improvements, John F. Hardie read a letter from "William A. Van Duzer asserting the government was unable at this time to secure funds for the proposed in stallation of lights, at the same time reading figures on government in come and expenditures to show mis allotmenfrof funds. Following the annual reports of officers, the association heard a talk by Dr. Joseph A. Murphy, director of medical instruction of schools. LANDSCAPE ARTIST, DE LISLE LANE, DIES Resident, Formerly of Florida, Had Gone to New Orleam for Health. De Lisle Lane, 2010 Kalorama road, landscape artist, who formerly was engaged In the Interior decorating business, died Saturday in New Or leans, where he had gone several months ago for his health. Mr. Lane, who was 47, had been in failing health for several years, but death was attributed to a heart attack. He had maintained his residence in Washington since 1930. Previously, he had been in the interior decorating business at Jacksonville, Fla. Mr. j Lane had studied here at the Corcoran j Art School and had devoted his time in recent years to landscape paintings. Surviving are his widow, Mrs. Susan Wooding Lane, who was with him in New Orleans; his mother, Mrs. Irene Lane, and sister, Mrs. Nadine Lane Gallagher, both of this city, and his father, G. P. Lane, Memphis, Tenn. Funeral services were held at 10:30 a m. today in Hysong’s funeral parlors, 1300 N street. Burial was in Glen wood Cemetery. EX-INSURANCE HEAD ISSUES NEW VOLUME Herbert L. Davis’ Book Beceives Highly Favorable Comment. Lauded by Eoper. Herbert L. Davis, former superin tendent of insurance in the District, who rendered such valuable service in helping draft the life insurance cede, passed by Con gress and since adopted by many States, is the au thor of a new book, "insurance and Banking Examinations and Accountng,” which has received highly favorable com ment. For several years Eavis was referee and court accountant for the Supreme Mr. Davii. Court of the District or Columbia. He is a member of the United States Su preme Court bar and the author of several other books on accounting, in surance and investments. At present he is a member of the faculty of the National University School of Law. Secretary of Commerce Daniel C. Roper says that Mr. Davis’ book covers a Held which has been only Inadequately treated in the past. Wayne Kendrick, chairman, Account ing Board, District of Columbia, also lauds the new book as meeting a long existing need. While Walter M. Bastian, president of the Dis trict of Columbia Bar Association, declared today that the volume "will be of Inestimable value to the legal profession.” Others who have read the first copies off the press pay the Wash ingtonian equally high tribute for his work. CUMBERLAND, January 26 (#).— More than (3,000 has been collected by forfeitures of (1 bonds on parking violators since the vehicle parking meters were installed along the main streets here on June 28. TRINIDAD CITIZENS HIT JACOBS REPORT Heavy Barden Declared Already on Citizen* in Police and Fire Protection. The Trinidad Citizens’ Association last night bitterly opposed the recom mendations in the Jacobs Committee report. John H. Thomas, in making a mo tion to oppose the report, said the citi zens of the District of Columbia are now burdened with most of the cost of policing the city and furnishing it with fire protection. The Federal Govern ment, he said, should continue the policy of sharing the expenses of oper ating the city’s government, j Other members of the association voloed the opinion that property own ers are “overtaxed” and the Federal Government should re-establish a more liberal lump-sum plan. A resolution urging Increases in sal aries for District Jail employes was adopted. In the copies to be forwarded to the Senate and House District Committee; it asked that the em ployes of the penal Institutions be placed on equal basis with other Fed eral and District employes. The group requested District Com missioners to replace the "buttons" on all street car loading safety zones. The delegate to the Educational Committee of the Federation of Citi zens' Associations was Instructed to urge the organization to support the repeal of the so-called “red rider.” AMERICANS APPOINTED I I League of Nations Names Three to Committees. GENEVA, January 26 OP).—The League of Nations Council appointed three Americans to committees yes terday and invited the United States to designate a member of the League's Advisory Committee on Social Ques tions. Dana Durand, member of the United States Tariff Commission, was named member of the Committee of Statisti cal Experts; Mitchell B. Carroll was reappointed to the Fiscal Committee, and Henry F.
