Georges Bonnet, the new French Ambassador, arrived in Washington last night and will present his creden tials to President Roosevelt as soon as the protocol permits. Although the new French Ambas sador is only 46 years old, he has already been 11 times a member of various French cabinets and has held three times the important position of finance minister. He has been described as special Ambassador. The truth is that he is a regular Ambassador with no specific mission in the United States. His tenure of office is only six months, because under the French law a mem ber of Parliament—Bonnet is a dep uty—cannot hold an appointed office for a longer period. Whether he will demand and obtain an extension de pends entirely on how much he can do here to improve further the Franco American relations. The new Ambassador is undoubt edly the most important represent ative the French government has sent here since the war. He will en deavor to keep the President and the State Department posted on what is actually going on in Europe, to dis cuss a new Franco-American commer cial treaty and find out whether the Government of the United States is willing to reopen in the near future conversations regarding the Mellon Beranger debt settlement. Beranger. who came to the United States in 1926 as special Ambassador, had a specific mission—to discuss and sign a debt agreement. This debt agreement was refuted by the French Chamber In December, 1933. when Premier Herriot resigned because he insisted that token payments must be continued until a new debt arrange ment is made. The French government and Par liament have changed their minds since 1933. In a note sent to Wash ington In December. 1936. Premier Blum opened the door to a discussion of the debt problem. The French government contends the Mellon Beranger agreement cannot be kept because of radically changed economic and financial conditions, not only in France but in other parts of the world. But that does not mean, say the French leaders, that another agreement should not be concluded; an agreement in which the new eco nomic and financial situation of the world should be taken into consider ation. Blum made the first approach in December and considers that the next step should be taken by the creditor Nation. Bonnet, an outstanding financial au thority in Europe, will be at hand in Washington to provide the administra tion with all the necessary data look ing to eventual settlement of the problem. The new Ambassador has a great advantage over his predecessors. He is thoroughly acquainted with the situation in Europ and will be able to give the President and the State Department first hand information on the real state of affairs on that continent. Furthermore, he is not a career man or an official. He is an outstanding political man in his own country and as such he can disregard all the diplomatic red tape in the event of important discussions. He has full authority to deal with most problems on his own initiative and should a hitch occur anywhere, he is in a position to call up the premier and talk to him as man to man in stead of an official talking to his chief. He is very much in the same posi tion as William Bullitt, our Ambas sador to France, who does not hesitate to telephone President Roosevelt from Paris whenever the situation justifies It. And the telephone bills of Ambas When One j^ood turn deserves Another COOKED TO A TURN, a steaming slice of roast beef deserves one final touch—a glass of Guinness. Guinness brings out something extra in the beef, in a way which multiplies your enjoyment. Brewed in Dublin by a wholly natural process, Guinness is made from barley malt, hops, yeast and water—nothing else. It is matured for about a year—in oak vats and in Bottle. * \Iith its dry hearty flavour and rich creamy head Guinness does a good turn for almost any meal. Since 1759 Guinness has become the most popular brew in the world—partly because mil lions of people use it at mealtime to “do a good turn each day.” GUINNESS is also enjoyed before, meals, after exer cise or when one is tired, and before retiring. Get it wherever you buy good beer or ale. Since 1759 Guinness IS GOOD FOR YOU The story of Guinness since 1759: 1M pares, 52 illustrations. Write American Representative: A. The stable relationship of the dollar, the pound and the franc is one of the definite undertakings Monsieur Bon net has in mind. As a former finance minister and chief French delegate at the lamented London Economic Con ference of 1933, he is thoroughly familiar with the problem and expects to have fruitful conversations on the subject with Secretary Mongenthau. Both men consider some form of stabilization might be reached at the present moment, whereas this was not possible in July. 1933. when France and other European countries were still on the gold standard and hoped to remain so. % j Bonnet has an engaging personality: ; his chief drawback in Washington will . be that his knowledge of the English language is limited to a few sentences It is expected, however, that his strong personality combined with his extreme ability will overcome this dis advantage.
