FIVE GENERALS
Brig. Gen. Grant, War Col
lege Commandant, Given
. New York Post.
Orders transferring five general of
ficers of the Army to new stations,
Involving a change in command of
the Army War College and on the
War Department general staff, were
announced today by the War Depart
ment.
Brig. Gen. Walter S. Grant will be
relieved of command of the Army
War College here about July 1 and
will assume command of the New York
port of embarkation.
The new commandant of the War
College, at Fort Humphreys, D. C., will
Gen W. S. Grant, Gen. J. I,. De Witt.
be Maj. Gen. John L. De Witt, who
has been ordered here from the Phil
ippines, where he now is on duty.
Maj. Gen. Hugh A. Drum has been
ordered relieved of duty as command
ing general of the Hawaiian Depart
ment and assigned to command of
the 6th Corps Area, with headquar
ters at Chicago.
Maj. Gen. John H. Hughes. General
Staff Corps, has been ordered relieved
of duty as a member of the War
Department general staff and as as
sistant chief of staff. G-3. and trans
ferred to command of the Philippine
Division, with headquarters at Fort
William McKinley. Gen. Hughes is
to sail from San Francisco about
April 9.
Previous orders assigning Brig. Gen.
Thomas E. Merrill to command of the
13th Field Artillery Brigade. Fort
Bragg, N. C„ have been amended and
he will go to Fort Lewis, Wash., to
take command of the 3d Field Ar
tillery Brigade. He is now on duty
In the Philippine Department.
TO RECEIVE TROPHY
Lieut. R. F. Hickey to Be Given
Moffet Memorial Honor.
On Saturday, aboard the U. S. S.
California, the first presentation of
the Rear Admiral William A. Moffett
memorial trophy will take place, when
Lieut. Robert F. Hickey, who was com
manding officer of the aviation unit
of observation squadron aboard that
ship, receives the award.
The trophy honors the late rear
admiral, who was chief of the Bureau
of Aeronautics and w!as killed in the
crash of the airship Akron off the
New Jersey coast.
Lieut. Hickey .is now commanding
Observation Squadron 3 aboard the
battleship New Mexico.

Debates With Self
On Court Proposal
Presents Both Sides in
Address to Political

Education Unit.

NEW YORK. March 11.—Dorothy
Thompson, writer and wife of Sin
clair Lewis, speaking before the League
for Political Education yesterday, took
both the affirmative and negative sides
in a debate with herself on President
Roosevelt's court plan.
1 The “one-man debate" took the
audience completely by surprise. When
she announced her intention of de
fending the court reorganization, a
slight titter ran through the audience.
She continued, however, to review
the arguments in favor of the plan
at some length.
When she concluded she turned
from the speaker’s desk and sat down
to the accompaniment of a slightly
puzzled applause. After a few mo
ments she took the floor again and
announced that after having listened
to the arguments of “the other speak
er” she was still firmly opposed to
the President’s plan. She then pre
sented arguments against the plan.
APPROVES ROAD PLANS

FRONT ROYAL. Va., March 11.—
The Town Council last night ap
proved the plans of the State High
way Department to construct a new
40-foot road from the southern cor
porate limits of the town to the en
trance to the Shenandoah National
Park, a distance of approximately
one-fourth of a mile.
Royal avenue, entrance to the
town from the north and west, has
been widened to 40 feet for its en
tire length except for about two
blocks at its southern end. The Town
Council had guaranteed a 40-foot
width for this remaining stretch,
which will connect with the project
of the State Highway Department.
Mayor J. Frank Forsyth, jr., and
Town Manager L. B. Dutrow were
named as a committee to interview
property owners to secure the neces
sary rights of way.

ON CHILD TRAINING
Guidance for Those “Who Live on
Wrong Side of Tracks" Asked
by Kingsley.
Increased efforts to provide proper
guidance and training for children
“who live on the wrong side of the
tracks” was asked of the Washington
Lions Club Tuesday night in a talk by
Edwin R. Kingsley, international pres
ident of the organization.
Speaking at a dinner meeting at the
Mayflower Hotel, Kingsley praised the
work of the local club in its youth
organization activities, but added em
phatically that in many cases only
boys of the more privileged classes
were reached in the athletic and char
acter-building programs.
“The future of our program along
these lines,” he said, “must be directed
more and more toward reaching the
underprivileged children.” Kingsley
said the seats of both crime and dis
ease often could be reached at an
early stage by proper training and
treatment in childhood.
Kingsley was Introduced by Repre
sentative Randolph of West Virginia.
Other speakers included Adam Arnold,
president of the club; Rabert L. Mc
Keever, past president, and Repre
senative Garrett of Texas.
Japan expects to be one of the
world largest rayon producers this
year.
Plans Workers’ Debt Service.
NEW YORK, March 11 OP).—Mayor
P. H. La Guardia yesterday announced
he would designate a “credit consult
ant” to advise what debts city workers
could safely incur without danger of
being forced to pay usurious rates of
interest to loan sharks. His state
ment followed a report that 4,123 city
employes still owed a $3,000,000 bal
ance on 10,848 garnishment execu
tions.
