Henry Goddard Roberts, assistant professor of public speaking, will be absent during both semesters. --• COUNTY SCHOOL BILL PASSES IN SENATE r '•_ Would Authorize Charles to Issue $25,000 Bond Issue for New Building-. ANNAPOLIS. March 13.—A bill in troduced by Senator Robert V. Cooksey that would authorize the Charles County commissioners to issue $25,000 In bonds for a school for colored Students was passed by the Senate yes terday and sent to the House, accord ing to the Assocated Press. The legislative day was also marked by the introduction of three fiscal measures in the House and they were referred to the Ways and Means Com mittee for study before the lower chamber joined the Senate in recess ever the week-end. The Anne Arundel County delega tion presented one to exempt the prop erty of the Baltimore & Annapolis Railroad Co. from all State, county and city taxes for a period of four years beginning last January 1. Delegate James H. Broumel of Har ford County offered another that would extend the race meet held by the Harford County Pair Association from 5 days to 10 days. It also would provide for a tax of 1 per cent on bets and for the dispostion of receipts. The third would authorize the State Roads Commission to construct and maintain roads in the grounds of State Institutions and was presented by Delegate William G. Knapp of Balti more County. ----•-— — 200 Work on Rail Job. BOWIE, Md.. March 13 (/P>.—Ap proximately 200 men, members of Pennsylvania Railroad section gangs, worked in this neighborhood during the laying of new rails on the south- ; bound track of the road, extending through Bowie. CHARLESTON. Mo.. March 13 — United States Army engineers made ! preparations today to move machinery into the Birds Point-New Madrid floodway next week for the work of rebuilding levees opened during the recent Ohio-Mississippi River flood. Lieut. Col. Eugene Reybold, district engineer at Memphis, Tenn., said survey parties had been working in the 131.000-acre flood basin for several days and draftsmen were busy com pleting construction plans. Anxious to Close Gaps. Explaining the engineers were anxious to close the levee gaps before the Mississippi begins its usual Spring rise. Col. Reybold said: “There are many crevasses over a 70-mile territory which must be closed. The rush of the Ohio-burdened Mississippi into the basin swept away or damaged 1,000 dwellings. The Army engineers have let between 700 and 1,000 tents to be set up where the waters have receded and where the earth is sufficiently dry for floodway refugees to return home. "We are sending some families back into the basin every day,” said Rev A. B. Cooper, chairman of the Missis sippi Red Cross. “It is a slow process, slower than we had anticipated. The water is moving out of the floodway very slowly, and it will be more than a month, probably, before the entire basin is dry. "Through the arrangement for tents, it will be possible for most of the farmers to get back to their homes, prepare to plant their gardens and make arrangements to start planting crops.” Among the difficulties confronting the engineers and others helping to rehabilitate the floodway area are “blue holes”—large lakes—created by the force of the flood waters. L. f. Berthe, Army engineer, described one of these holes as being a mile long, a quarter-mile wide and 70 feet deep in places. “The hole.” Mr. Cooper added, "Is almost big enough to hold the entire city of Charleston.” Some presons have suggested that earthen walls, like levees, be built around the larger holes, while others have proposed the erection of fences to keep live stock from falling into the pits.
