House Tentatively Approves Increases in “Post Allowances.” |y the Associated Press. Diplomats stationed in about half of the country's 345 foreign posts today faced the pleasant prospect of increases of from $200 to $300 in "post allowances.” The House has tentatively approved the raises after hearing that some diplomatic wives find it difficult to fill their .market baskets and that the plight of low-salaried clerks abroad is “pitiable.’ Small increases in salary also would go to diplomatic and Consular clerks receiving less than $1,080 a year. Of 909 clerks employed abroad, only 31 received more than $960 a year, Chairman McMillan, Democrat, of South Carolina, of the subcommittee reported. « costs \ary Greatly. The new post allowances were de signed to equalize ccwts of living, which vary greatly around the world. ** For example, the State Department's index of diplomats’ costs ranges from ' a high of 407 in Havana to a low of ‘ 98 in Tahiti. Washington is in the middle with 210. The numbers are based on what it costs a diplomat to live in various ■ cities abroad, not on the expenses of natives. A mythical “diplomatic ‘ market basket” serves in part as the basis for the computation. Assistant Secretary Carr said the basket is composed "of important and Indispensable items of diet, and con templates a monthly consumption by a representative family of man, wife, r two children and servant.” What's in the Basket. Contents of the market basket: Six pounds of bacon, 40 loaves of bread. 10 pounds of butter, 3 pounds of cheese. 4 pounds of coflee, 20 dozen eggs, 20 pounds of fish, 8 pounds of shortening. 40 pounds of beef. 10 pounds of mutton, 60 quarts of milk. 40 pounds of potatoes, 8 pounds of onions, 16 heads of cabbage, 8 heads of lettuce, 20 pounds of poultry, 30 pounds of sugar. 2 pounds . of tea and 2 large cans of peaches, pears, pineapple, corn and peas. Next to Havana, Bangkok. Siam. Is rated as the next most expensive spot for diplomats. London, Paris, Berlin, Moscow and Brussels are grouped together with index number between 271 and 275. j INSTITUTE PROTESTS POSTAL FRAUD ORDER Hearing on Detroit Correspond ence School Injunction Case Scheduled. The Washington Training Institute, Inc., of Detroit, obtained a temporary order in District Court yesterday re straining Acting Postmaster General W. W. Howes from enforcing a postal fraud order recently issued against it. Hearings on the institute’s injunction suit will be held next Wednesday. The school, which sells correspond I epee courses in civil service training contended the fraud order was not supported by proper evidence. Attorneys William E. Richardson and Ward E. McCarthy of Wash ington and John C. By the Associated Press. NEW YORK, March 24.—Although New York’s highest court has estab lished the dower rights of Mrs. Fran cis Heenan (Peaches) Browning Hynes to the estate of the late Ed ward W. (Daddy) Browning), there is still no way of telling Anally when and how much she will beneAt from the decision. A committee to evaluate the estate, variously estimated at between $4, 000,000 and $9,000,000, will now be ap pointed by the State Supreme Court, her attorney, George J. Langley, said today, and on Its decision will rest the final settlement. Under the law, he said, dower rights amount either to one-third of the total Income or a lump sum equivalent. Browning’s estate, consisting chiefly of real estate, Is understood to have in creased considerably since his death.
