Menace to Undiseased Chil dren Cited by D. C. Sub committee Head. Abolition of the present Receiving Home for Children—because of its Inadequate facilities—was proposed by Chairman Collins of the House sub committee in charge of the District appropriation bill during hearings on the 1938 budget. The proposal was written into the bill. During testimony by Elwood Street, director of public welfare, Chairman Oolllns declared: “To be frank with you, X think it should be abolished.’’ “I do not know where we would put the children we are holding for court action,” Street replied. “I do not know- either,” said Col lins. “but I think it would be better tp put them on the streets than to have them huddled there together, with little tots 3 years old associating with children with venereal diseases and with criminals. “They say that they use different toilets, but the toilets are available to all of them, and the ones they would use are the ones the children afflicted with social diseases would use. The one I would go to if I were incar cerated there would be the one used by people with social diseases, because it is the closest one to the daily ac tivities of the Receiving Home. That is the most convenient one." Agree to Inadequacy. Street: "We certainly agree that the home is entirely inadequate, but we must have a place for those chil dren whom we are holding for court action.” Collins: "I think I am a pretty good citizen, but frankly it is perfectly terrible to my mind to take some little t-ot 2 years old and let him be associated all day long with some crim inals or with somebody who is suffer ing with social disease.” Inspect Without Notice. Street: "I agree with you.” Collins: "From the social stand point or from the standpoint of the benefits to society, I think it would be infinitely better to let those chil dren be turned loose on the streets than to be incarcerated in that home.” Street: "I am glad that you say that, because we all agree that it is unsuitable for the purpose.” Collins: "I had been told that it was a perfectly terrible place and that Is the reason we went there, without any advance notice.” Street: "Of course that is true and we are glad to have you visit any of the institutions at any time with out advance notice. We know that this is an inadequate institution and represents far less than we should have for the purpose, but it is all we have." Christian Science Lecture Friday. The park police, tired of having their telephone number confused with those of three or four large firms here, will have a new number begin ning April 1. Capt. P. J. Carroll, commander of the force, announced the old number, District 3500, will be abandoned in favor of District 1400. C. Marshall Finnan, superintendent of the Na tional Capital Parks, has approved the change.
