SHIP MATERIALS Steel Plants Too Busy With Home Orders, Including Those of U. S. Ey th* Associated Press. MOSCOW, April 17.—Soviet Rus sia's purchases of materials for . war ships ran into difficulties today be cause, she learned, some steel manu facturers are too busy filling domestic orders to bother with foreign ones. Nikolai Bogomoloff, Soviet trade delegate to Great Britain, returned to Moscow with the news that British firms are "swamped,” handling huge orders for that nation's rearmament program. United States circles here heard that Amtorg, Russian trading cor poration, was unable to renew a steel order with one company in the United States because of heavy domestic de mands. The company was said to have offered a premium to be released from delivering a previous order. The Soviet commissariat of defense declined to comment on a State De partment announcement in Wash ington that two American firms had asked permission to fill Russian or ders for battleship materials. Ship Protection Needed. The talk here is that Russia wants to build new warships because of the rapid development of her mer chant marine and recent evidence that the present navy cannot protect that merchant marine In such waters as those off Spain. Bogomoloff, in ar» interview with the newspaper Pravda, expressed con cern over the possibility of getting orders from British firms. He warned Russians they might not fully utilize the ten million sterling credit (about $50,000,000) granted them by Eng land on July 31, 1936, unless "nor mal conditions prevail.” Up to April 1 the Russian govern ment had placed orders totaling 65,000 aterling (about $325,000) but will not get some of them delivered for 24 months. The Russians refused to place orders with many British firms, It. was said, because prices tvere con sidered exorbitant. Reported Licensing. (In Washington the State Depart ment said representatives of two un identified firms had been told licenses for export of battleship parts to fill Russian orders probably would be is sued upon request. The Government objected, however, to any contractual clause providing that United States Navy officials test guns before deliv ery. Officials also said specifications for 16-inch guns would need clarify ing as to whether they were intended for an expanded Soviet naval pro gram.) The writer, Vigilis, spokesman for the Kremlin, in an article in the newspaper Izvestia, attacked economic talks of Dr. Hjalmar Schacht, Ger man minister for economics, in Brus aels this week and declared rumors of a Soviet-German rapprochement were "fairy tales.” INTERNATIONAL LAW SOCIETY TO MEET HERE Assistant Secretary of State Welles and Senator Walsh Are Among Speakers. The American Society of Interna tional Law will hold its thirty-first annual session at the Carlton Hotel from April 29 through May 1, it was announced yesterday. Among the speakers at the three day meeting will be Assistant Secre tary of State Sumner Welles, Senator Walsh of Massachusetts, Senor Capi tan Colon Eloy Alfaro, Minister from Ecuador; Dr. James Brown Scott, so ciety president; John H.
