TO FLOODCONTROL Driver Tells Rivers Congress Only Emergencies May Get Funds. The newly elected president of the National Rivers and Harbors Congress, Representative William J. Driver of Arkansas, today pledged his efforts to work for the aims laid down by the organization, but indicated that the projects most likely to receive atten tion from Congress probably would be emergency work on the Merrimac River in New England and the Ohio River Valley, on the basis of relief. Advocates of greater flood con trol measures had hoped to increase direct flood con t r o 1 appropria tions from the pending $52,500, 000 to $100,000, 000, with 60 per cent to be ex pen d e d in the omnibus flood re lief bill and 40 per cent in the Mississippi Basin, the president elect explained. "The only obstacle in the way of achievement of this.” Driver said, “is the recently expressed attitude of the President in the matter of economy. This is making a tremendous appeal to business interests of the Nation, and appears likely to interfere seriously j with the hopes and purposes of friends of waterway development and flood protection. "It now appears the administration will confine legislation within such limits that few additional authoriza tions will be made by Congress for necessary and usual expenditures and the adopted projects and river proj ects will evidently comprise the range of appropriation, with a narrow limit. Reasonable Protection. He indicated it would be necessary to make a "fight to get from relief appropriations money to provide works necessary to reduce flood crests suffi ciently to afford a reasonable amount of protection against the threat of in creasing destruction.” Driver, as chairman of the Projects Committee, reported to the hotel gathering yesterday that after ex amining 165 new projects the com mittee w’as convinced that "15 projects are sound, needful and sufficiently advanced in status to warrant in dorsement. involving a total estimated cost of $31,657,995.” He also reported that 22 projects appear to be with out a sufficiently advanced status to warrant present indorsement, but are believed to be by the committee ‘meritorious’ and entitled to further consideration. The committee recom mended that surveys be expedited on 32 projects and that surveys be rec- i ommended for 52. It was recom-] mended that 10 projects be deferred. Two projects in the District—the ' Washington Harbor and Washington | Channel, north side—again were in- i dorsed. Driver"* report was adopted unan imously. The group went on record as strong ly In favor of “ample funds’’ to con struct flood-control projects already authorised by Congress. "There should be no stint where human life and human misery are in volved,” the resolution stated. Long Range Policy. A long-range policy to preserve the public domain was recommended, through conservation of soil and wa ter resources, reforestation and soil conservation. Underlying principles of the stream pollution bill were ap proved. The report of the Resolutions Committee was made by Senator Overton of Louisiana, chairman. The Interstate Committee on flood control recommended approximate j uniform State flood-control legisla tion, liberalization by Congress of re- ' quirements in local and State partici pation, approach to flood control by river systems, Federal encouragement and State statutes to prevent future ! encroachments on channels of con- j trolled streams and maintenance of . two primary principles enunciated by ; the flood-control act of 1936—contin uation of the United States Army en- | gineers as the responsible agent of Congress for flood control free from politics or pressure and maintenance of the principle of State and local participation. Other officers elected by the congress for the year, in addition to President Driver, were Frank R. Reid of Illinois, former president, to be chairman of the board; James H. Sinclair, North Dakota, vice chairman; Fred D. Beneke, Memphis, Term., secretary; Seymour Weiss, New Orleans, treas urer, and William H. Webb of this city, executive vice president in charge of the Washington office. Directors elected included Driver, H. H. Buckman, Jacksonville, Fla.; Representative Nichols, Oklahoma; Herbert C. Ma], Daniel Daly, one of the two men In the Marine Corps to re ceive the Congressional Medal of Honor twice, died yesterday at his home in Glendale, Long Island, ac cording to word received at Marine headquarters here. The only other Marine co honored was MaJ. Gen. Smedley D. Butler, re tired, former commandant. Daly, who died at 63 after a heart attack, will be buried Saturday In Cy press Hills, N. Y. He had enlisted in the Marine Corps early In 1899 and it was during the siege of the American Legation at Peking that he first earned the Medal of Honor. His second citation came as the re sult of service in Haiti, where he was engaged, in hostilities with irregulars. He also served with distinction in Prance during the World War.
