D. C. SETTLEMENTS TO OBSERVE DAT 50th Anniversary of First American Welfare House Is Tomorrow. The Community Chest's eight settle ments will celebrate tomorrow the fiftieth anniversary of the founding of the first settlement house in the United States, the American Settle ment House, on New York City's East Side. The celebration will open at Barker Hall. Young Women’s Christian Asso ciation, Seventeenth and K streets, at 8 p.m. Mrs. William Kittle, chair man of the Settlement Council, will preside and tell the history of settle ments In Washington. A week from tomorrow the 200 children cared for by the Barney Neighborhood House will take part in the first day’s ceremonies of the thirty-fifth annual May festival, which will end May 15 with a May day parade in the street outside' the house, at 470 N street southwest. The festival, Miss Margaret B. Mer rill, head resident of Barney House, said today, is designed to attract vis itors to the settlement and Inform them of work being carried on there. Members of the Mother's Club of the house are doing much of the sew ing on the costumes which the chil dren will wear in the festival.
