May 5.—Discussing "New Problems in an Old World,” Sir Willmott Lewis, Washington corre spondent of the London Times, last night told the thirty-fourth district conference of Rotary International tjfftt “rapid social change is a sign of growth, not of decay.” ,His address marked the last session cj the conference, which has met here sgice Sunday. Members of the dis trict from Maryland. Pennsylvania, Virginia and the District of Columbia attended. {The speaker briefly traced the social growth of the world from the indus trial “or scientific” revolution to the ja-esent day and asserted: "We have been given a sense of power over the cjrcumstances in which we live: we acquiesce no longer as do primitive afrid ignorant people; wre are aware of ojir own social strength." { Time of Unrest. “Tor all this.” he added, “we live 1b an unfinished house; a house, in deed. which will never be finished. • "We are aware of a prodigious en largement of our capacity to do things Which were for our fathers impossible. Fbr all this we live in a time of grave social unrest. {“Industrial communities seem to nlrglect the very objects for which it i$ worth while to acquire riches, in tbeir feverish preoccupation with the njeans by which riches can be ac quired. There is no question more steadily in the forefront of men's njinds today than the growth of gov ernmental power which this has nec essitated. ‘“In one group of powers, control of tie economic process is sought and Heed primarily in the interest of social welfare. In another it is sought and used primarily in the interest of the aggrandizement of the striking power of its state.” Speaking of democracy and the principles of private property, he said: "If the institution of private property is to endure, we cannot permit the growth within our midst of a great propertyless proleteriat—of a landless peasantry. “But what are we to do when dyna mo and the assembly line, the devices and the Inventions, have taken the tools from man’s hands and have left bim property only in the form of wages and hours, which is to say, a job?” -« WOMEN ARE URGED TO PUSH D. C. VOTE Mrs. Kittle Tells Visitors to Urge Congress to Act on Franchise. Intensification of effort to win Na tion-wide active support of a vote for Washington residents was urged on the General Council of the National League of Women Voters today by Mrs. William Kittle, president of the District of Columbia Voteless League of Women Voters. The council la meeting at the Washington Hotel. “There is no logical basis for dis crimination against such an intelligent group of American citizens,” Mrs. Kittle said “We urge upon you to go back home, bestir public support for congressional representation for the District, and get the pledge of your own Congressman to remedy the vote lew? situation. “Why, In the name of all that is reasonable, should Congress be called upon to legislate in such minor matters as snow removal regulations for the District? “The District carries a heavy burden of financial support for the Govern ment. In the last fiscal year the Dis trict contributed in national taxes more than any one of 25 States. “The time has passed when District citizens should endure the injustice of no direct representation in the halls of Congress.” Two experts in the interpretation of current constitutional and political theory. Taft of Cincin nati, Ohio, was toastmistress. Daughters of '61 Vets Honored. Two daughters of Civil War vet erans, one 83 and the other 97, were guests yesterday at a meeting of the District Southern Relief Society at the organization's home, 2727 Adams Mill road. The next meeting will be held June 8. CITIZENS DEDICATE 600 Persons Fill $75,000 Structure for Program. Hazen Hails Growth. With Commissioner Melvin C. Hazen a guest, civic leaders and citizens of Northeast Washington turned out last night to dedicate the new fire house of No. 15 Truck Company, Fourteenth street and Rhode Island avenue northeast. More than 600 persons attended the ceremonies, filling the new $75,000 bungalow-type fire house to capacity and overflowing into the street out ! side. Although it has been in use for the past month, the house formally was turned over to the Fire Department when pretty Miss Margaret Scheer, 18-year-old daughter of A. F. E. Scheer, president of the Northeast Conference of Citizens’ Associations, presented the keys to the house to Capt. J. E. Uebele of No. 15 Truck Company. Scheer was in charge of the program and introduced the va rious guests and presidents of the citizens' associations and other or ganizations which had been cam* paigning for the fire house for the past 10 years. Clark, Army Medical Corps, a native of the District, has been ordered retired from active serv ice on May 31, the War Department has announced. Col. Clark, who will be 64 on May 9, will be relieved from his present assignment and duty at Atlanta at the end of the month. Another local Army officer has been ordered back home for duty. He la Lieut. Bream C. Patrick, Field Artillery, who, upon completion of his course in the Field Artillery School, Fort Sill, Okla., will come to Fort Myer, Va., for duty with the 16th Field Artillery.
