First Honorary Degree Ever
Given Is in Tribute to
Low-Cost Apartments.
Eugene Phiefer received the first
honorary degree ever presented by Co
lumbia Technical Institute at the
graduation exercises last night as 181
students received certificates, diplomas
and honors.
Phiefer completed a special course
In architecture in the institute in
1931, and the honorary diploma in
architectural engineering was presented
in recognition of his outstanding de
sign and construction of low-cost
apartment units.
James ti. Wilkes, local attorney,
gave the graduation address. Miss
Clare Sargent of the topographic
drafting class was valedictorian.
Following the exercises a dance was
held in the Hall of Nations.

Telecommunications Conference :

to Start at Cairo February 1.
The United States Government has
received an invitation to an interna- j
tional telecommunications conference
to be held in Cairo, Egypt, beginning
February 1, 1938, according to the
Commence Department.
An organizing committee has been
formed in the Egyptian capital to
plan for a program covering develop
ments since the preceding interna
tional conference in Madrid in 1932,
It was reported by American Commer
cial Attache James T. Scott at Cairo.
The Madrid conference lasted for
69 days, but the Cairo meeting is ex
pected to be shorter, since it will be
devoted chiefly to consideration of
proposed amendments to the general
convention adopted at Madrid. An
estimate as to the period of the con
ference is six weeks, it was $aid.
TO INSPECT RECREATION
Social Agencies Group to See Cap
ital's Play Facilities.
The Recreation Committee of the
Council of Social Agencies will visit
the recreational facilities of Wash
ington tomorrow afternoon with C.
Marshall Finnan, director of National
Capital Parks, as guide.
The object of the trip is to give
committee members a first-hand
view of recreational facilities under
Lewis Barrett, co-ordinator. Both
white and colored playgrounds* swim
ming pools and other facilities will
be visited.
CHAIN STORES GAIN
Grocery Units’ Revenues Up 7
Rer Cent Over Year Ago.
Daily average sales of grocery chain
stores showed an Increase in value of
about 7 peT cent during May, as com
pared with May, 1936, according to
preliminary estimates by the Bureau
of Foreign ana Domestic Commerce,
Commerce Department.
Daily average sales for the first five
months of this year have been 4^
per cent above those for the same
period of last year, it was explained.
Taking the 1929-31 sales as a
basis, with their average as 100 per
cent, the May average was 96.8, it
was announced.
