IT Wins Extraordinary Finan ce Powers as Commu nists Drop Opposition. BACKGROUNL— The French government has been wrestling unth an estimated deficit of 40,000.000.000 francs ($1,760, 000.000) in expected ordinary and extraordinary expenditures for 1937. (The extraordinary expenditures are tfiose not included in the ordi nary budget of about $2,211,000,000. which itself was left unbalanced by some $211,000,000 when adopted January 2.) By the Associated Press. PARIS, June 16.—Socialist Premier Leon Blum's government rode out the worst crisis in its year-old history today and won the Chamber of Depu ties' approval of its demand for ex traordinary financial powers. Just when Communist dissension within the ranks of Blum's own follow ers seemed to presage the cabinet's resignation the break w-as repaired and Blum gained victory in what amounted to a vote of confidence. The victory came in the Lower House s approval, 346 t.o 247, of a bill authorizing it to take whatever finan cial action it saw fit between now and July 31, without waiting for parlia mentary' sanction. Rlum Appeals to Deputies. Tomorrow the Senate is to begin debating the measure, adopted in the Chamber after a 21-hour, night-long session during which Blum appealed to the Deputies to be faithful to him. Specifically, the bill would authorize the government for a month and a half "to take by cabinet decree any measures necessary for the reconstruc tion of public finances, as well as the protection of savings, money and pub lic credit." Three months later the measures would be submittad to Par liament. Communists in Parliament battled Blum's plan from the start. The Peo ples Front, a union of Left parties which won last year's general election and made possible Blum's selection as premier, was split in two. Increased Charges Protested. Paul Vaillant Couturier, a Com munist Deputy, declared in the Com munist publication Humanite that his, party opposed giving the government, the financial power it sought because the authority would be used to "tap the working classes" in increased rail road fares, postal rates and the price of tobacco, which the government manufactures. Blum let it be known he would resign if the Communists held out. Hurriedly the Communist party's di rectors met and decided not to wreck the People's Front. Dog Creates Lot of Holy Smoke. PERRY. N. TOKIO, June 17 (Thursday) (TP).— A strike of 70 Japanese student nurses in the St. Luke’s American Hospital was settled amicably today. Terms were not announced.
