Secretary Roper announced yester day that the Federal airways system will be extended over 11 new routes, at a cost of approximately $2,000,000, if that much money is available after improvement of the existing system. The Commerce Department chief ex pressed belief it will be about a year before availability of the necessary funds is apparent, but he said much preliminary work on the extensions could be done in the meantime. Carter, colored youths, accused of robbing the Georgetown home of James Roose velt, were ordered held for the grand jury today when arraigned before Police Court Judge Hobart Newmari on another housebreaking charge. The charges involving burglary of the home of the President's son and several other cases will be presented directly to the grand Jury by the United States attorney's office. Dyson, 17, of the 3600 block of N street, has been accused ir> five house breaking cases and Carter, 20. of the 1200 block of Thirty-seventh street, in seven cases. They waived preliminary hearing today on a charge involving the theft of cigars, candy and groceries from the store of Henry A. Davis, 3205 K street. The youths were arrested by De tectives M. B. Howard Clinton Beck, sr., 69. a cer tified public accountant with office* in the Woodward Building, yesterday died at hi* residence in Baltimore. He had been stricken with pneumonia last week. A native of New Jersey, Mr. 6eck was deputy city controller of Detroit for 15 years and city auditor of Bal timore netfrly as long. In the latter position he was succeeded by his son, Howard Clinton Beck, jr„ incumbent. Other fields in which Mr. Beck was active included early American his tory and philately. President of the Baltimore Philatelic Society, he was also a member of the Washington Philatelic Society.
