flow OF CAPITAL TO SHIPS IS SOUGHT Encouragement of Private Funds to Invest Is Expected. Bs the Associated Press. Encouragement for private capital to Invest in American shipping was ena of the things informed officials predicted yesterday would flow from ths forthcoming report by the Mari time Commission on the merchant 1 marine. The commission, charged with spending millions in Government funds to build up a strong American merchant fleet, will report early this week on an extensive survey of con ditions in the shipping industry. The report will carry recommendations to Congress. There are two ways in which the commission can promote the construc tion of new vessels, of which an esti mated 225 to 250 are needed. It can either build them outright, entirely with Government funds, or it can subsidise their construction by private capital. Later System Preferred. Statements of officials have indi cated the latter system is to be used almost exclusively, except in event of a national emergency requiring the Quick construction of many vessels. In addition to subsidy payments, the Commission will loan private builders up to 75 per cent of*the cost of a ahlp, but in so doing requires that the remaining 25 per cent be put up by the builder. Many shipping men are said to have taken the position this figure is too'high and that the cash now avail able for marine investments is not aufflcient to meet such a requirement. They are awaiting the commission’s report on this point with considerable Interest. Labor Probiems Important. Recommendations for a solution of maritime labor problems may also aerve to make the merchant marine more attractive to private capital. The commission already has made ©ne move in this direction by estab lishing minimum wage scales, mini mum manning requirements and standards, for working conditions on subsidized lines. It is expected to back legislation for settling labor dif ficulties without interruptions to service. This legislation, informed persons say, may provide for a mediation sys tem somewhat similar to that for railroad labor. Another proposal known to have re ceived consideration calls for a train ing school for American seamen. Famed Actor Dies SIR JOHNSTON J FORBES-ROBERTSON. ] B. _l.J w_- 1 LONDON, Nov. 6.—Sir Johnston Forbes-Robertscn, characterized as "one of the greatest actors of the English-speaking stage,” died today at his home near Dover. He was 84 years old. The famous actor toured the United States eight times and during his 1900 tour married Gertrude Elliott of Oakland, Calif., who survived him. Also at his bedside were three daugh ters, including Diana Sheean. wife of the American author, Vincent Sheean. In recognition of his outstanding contribution to the theater Sir John ston received honorary degrees from Columbia and Aberdeen Universities. He was knighted in 1913 when he retired. Wadsworth, Re publican. of New York today branded as "steps toward dictatorship" three measures which he said President Roosevelt would ask the coming spe cial session of Congress to enact into laws. Speaking at a luncheon meeting of the Civic Club. Wadsworth lashed out at the President’s proposed wages and hours law, reorganization of de partments, and the proposed crop control law.
