Was 77—Heart Attack Cause of Death. Charles Caldwell McChord, for 15 years a member of the Interstate Commerce Commission, died of a heart attack in New York yesterday. Mr. McChord, who would have been 78 on December 3, had been in ill health since his hip was broken in a fall two years ago. Outside of his long service to the Government, Mr. McChord was widely known as a lawyer and a t r a n s p ortation expert. He was born in Springfield, Ky., the son of Robert Caldwell and Laura Hynes Mc Chord. He studied law at Centre Charles C. McChord. College, and afterward was prose cuting attorney of Washington Coun ty, Ky., and for several terms a mem ber of the Kentucky Legislature. He served also as a member of the Ken tucky Wage Commission. Mr .McChord was appointed to the Interstate Commerce Commission by President Taft on December 12, 1910. He was chairman of the commission in 1915 and 1916, ,and remained a member until December 31, 1925. On his retirement, President Coolidge wrote him in appreciation of his service. During the World War Mr. Mc Chord was an arbitrator on the War Labor Board. He also served as presi dent of the National Association of Railway Commissioners. After leaving the Federal service he practiced law in Washington for a number of years, making his home at the Shoreham Hotel. Since last summer he had been in New York State. He was a member of the Chevy Chase Club and the Phi Delta Theta Fraternity. His brother, John McChord, em ployed by the Interstate Commerce Commission, went to New York on learning of his death. A daughter, Mrs. C. H. Boyle, was at the bedside. NEW BOUNDARY ASKED VICTORIA. Chairman Copeland, Democrat, of New York of the Senate Commerce Committee said today he would intro duce in a few days legislation to set up a national mediation board for the maritime industry. The measure also would establish a training system for seamen, bring foreign air commerce within the prov ince of the Maritime Commission, alter several major provisions of the Merchant Marine Act, under which the Government subsidizes ship con struction and operation, and lighten construction subsidy requirements.
