Prom January 1 to November 1, 1937, United flew 2,626 tons of mail, compared to 2,446 tons in the same period last year, and 963 tons of express, contrasted with 928 tons in the 10-month period of 1936. S. Collections. Special Dispatch to The Star. NEW YORK, Dec. 7.—New taxes Imposed by the present administration accounted for collections of almost $1,000,000,000 in the fiscal year 1937, or more than 20 per cent of all in ternal revenue, according to The Index of the New York Trust Co. Manu facturers’ excise taxes, the excess profits tax, the undistributed profits tax, and the social security taxes are singled out by the bank review as the most Important of these new levies which were not made in 1930 but are now Incorporated in the Federal tax structure. “Internal revenue collections bear most heavily upon those States where manufacturing is the major indus try,” states The Index, “and this tendency has been accentuated by the new taxes imposed in recent years. While this may be rationalized to a great extent on the basis of Income received ip these manufacturing States, as well as by ease of collection, the fact remains that income in the agricultural States, as represented by farm products retained for consump tion on the farm, may represent a very substantial item which escapes taxa tion altogether. The charge that in dustry maintains price levels out of proportion to the costs of raw mate rials must thus always be viewed in the light of the heavy taxation to which it is directly or Indirectly exposed through these various in ternal revenue taxes. “There is little disagreement on the main point that our present tax sys tem is cumbersome and subject to marked inequalities, with serious duplication between the various levies Imposed by the Federal Government and those of other governmental units. If the primary purpose of taxation is to raise the revenues neces sary for the proper functioning of government, it would appear clear that taxes which serve to restrict industry’s opportunity to make further progress, defeat their own purposes by raising the costs of production so high that a curtailment of the dis tributive market is almost inevitable.” -—#--—_ $40,000 AWAITING OLD-AGE CLAIMANTG 1,900 Social Security Accounts in Washington Are Due, but Unclaimed. Approximately 1,900 old-age benefit accounts involving about $40,000 await claimants here, according to Ralph B. Harris, manager of the local field of fice of the Social Security Board, who urged yesterday that those entitled to the money apply for it. The funds are in two classes: Those due wage earners who have reached the age of 65 since the old-age bene fits plan went into effect last January 1, and the survivors of those who have died since that time. In each in stance, the account amounts to 3 Vi per cent of the amount contributed to the benefit* fund by the wage earner. Until old-age oeneflt payments start January 1, 1942, those covered by the system will get a lump sum upon reaching 65, lump-sum payments will always be made at death.
