Rising Activity Has Brought “Profitless Prosperity,” Review Declares. Special Diapatch to The Star. BOSTON, Jan. 24.—In spite of the sustained uptrend in shipbuilding activity and the fact that in the last two years successive peacetime record volumes have been established, thus far it has been a sort of ‘'profitless prosperity,” says the United Business Service in its latest weekly report, American shipbuilders in 1937 fin ished a total of 274,012 gross tons of merchant ships, an increase of 24 per cent over the 1936 figure and a new high since completion of the war time program. Naval vessels com pleted during the year aggregated 39,000 displacement tons, a Jump of 50 per cent over 1936. The amount >f work in progress at the beginning }f 1938 was 573.489 tons, almost equally divided between naval and commercial vessels. Not all of this will be completed in 1938, but indica tions point to another record peace time output. The increase in merchant ship building has resulted from two fac tors: (1) The shortage of oil tankers »nd (2) the desire of the Maritime Commission to reconstruct the Amer ican merchant marine. The big Navy program ha? been going on since 1934, and it Is to be speeded up in the fiscal year 1939. What these plans mean to individ ual shipbuilding companies is not clear, beyond the obvious fact that vards will be kept busy for some time. On the whole, builders have made lit tle money in the last two years due to labor troubles and the fact that on Oovernment work the margin of profit is limited to 10 per cent. Casts prob ably will not rise much higher in the next year or two. Thus, on contracts still to be awarded, profits may be more impressive. HAVE MORE CHILDREN. NEW YORK. Work will start within a few weeks, he added. The program, the executive said, is designed not only to increase ca pacity of present plants, but also to prepare them for the installation of new refining processes.
