W. J. HUGHES, SH, DIESHERE AT 74 Funeral for Former Assist ant U. S. Solicitor General to Be Tomorrow. ' William J. Hughes, ar., 74, former Aastotant United States Solicitor Gen W*l. died Saturday night of bronchial Pneumonia at his home, 2256 Cathe dral avenue N. W. He had been ill about two weelfs. > Mr. Hughes, who retired in 1933, fa* authority on Federal legal pro cedure. He was employed at the justice Department nearly 49 years, a’large part of the time as an attorney. During much of his career he was in charge of questions of jurisdiction and procedure in the Federal courts, par ticularly In the Supreme Court. ‘In 1912 he was secretary of a com mittee of Supreme Court justices set Up to revise the rules of practice in courts of equity in the United States. Staee 1914 he had been a lecturer on JMeral procedure in the Georgetown University Law School. Graduate or Georgetown. • Mr. Hughes was the author of a t8-volume standard reference work on IWeral practice and procedure. A native of Upland. Pa, he was educated at the Christian Brothers School in Fhiladelphia and at Georgetown Uni versity. where he was graduated in law. He had come to Washington in M85. In 1891 he was admitted to the Bennsylvania bar. In 1928 he was awarded an honorary ItD. egree at Georgetown University and in 1931 received the same honorary degree from the Philadelphia College 4t Law. " Active in many organizations, Mr. ■ughea was a member of the Ameri mn Bar Association, the Federal Bar iation, the American Law Insti the American Judicature Society, tfce District Bar Association, the Amer ican Academy of Political and Social Science, the American Association of legal Authors, the Catholic Historical Society and the Columbia Historical Society. l. Other Club Affiliations. He also was a member of the Asso ciation of Oldest Inhabitants of the District of Columbia, the local Penn <rlvania State Society, the Cosmos Club, the National Press Club, Lawyers' Club, the Columbia Country Club and the Phi Alpha Delta Fraternity. Like Mss. he belonged to the American Magicians and the International Brotherhood of Magicians. Surviving are his widow', Mrs. Josephine E. Hughes; a son, William J. Hughes, jr„ local attorney; a daugh ter, Mrs. William J. Burlee, Richmond, Va. nd seven grandchildren. Funeral services will be held at * a.m. tomorrow in St. Thomas the APoetle Catholic Church, following brief services at the residence. Mrs. Homer Turpin, the jailer's Wife, *aid one of the prisoners threw a blanket over her husband’s head as he was making his last night round, clubbed him and then all five walked to freedom. Rites Tomorrow WILLIAM J. HUGHES, Sr. DRASTIC RAIL LAWS SEEN BY WHEELER Senate Committee Head Doubts Higher Freight Ratei Will Save Lines. Bs the Assodited Press. Chairman Wheeler. Democrat, of Montana of the Senate committee investigating railroad financing, said yesterday that drastic and large-scale legislation was necessary to solve the problems of the carriers. He declared few people believed the roads could earn more money from higher freight rates, "certainly not enough to save them.” In a formal statement which he said was prompted by “uninformed speculation” concerning his commit tee’s legislative intentions, Wheeler added: "If a railroad cannot meet its ex penses through increased earning*, then it clearly must reduce its ex penses. , ’’This can be done by reducing bond interest where roads are overcapital ized and by reducing the much greater expense of maintaining duplicate fa cilities and services of all kinds which i are now required because of the waste- i ful competitive scramble for traffic.” ■-• - ■ Arkansas Program Tonight.
