Next to France, the United States is most responsible for sowing of the "dragon’s teeth" which have sprouted in the present International crisis and brought war again on the horizon, according to William E. Dodd, former United States Ambassador to Ger many. In an address yesterday before the monthly luncheon-meeting of the Princeton Club of Washington, Dr. Dodd said failure of the United States to help maintain democracy in Ger many by entering the League of Nations to insure peace and failure to lower tariffs to aid war debt pay ment after the signing of the Treaty of Versailles, together with France’s desire for revenge, forced Germany to abandon democracy as a means to reconstruction and set the stage for the rise of Hitler. Democracies Mutt Co-operate. The League has failed and tariffs are still prohibitive, he said, and now, with Germany forcibly unified and pointing toward an unofficially-esti mated 1939 army greater than any in its history, the democracies of the world must co-operate to check the rise of the German-Japanese-Italian bloc to control of a great portion of the earth, geographically, politically and economically. In Germany the entire people are forced to take one course of action and everything is suppressed which could possibly harm that course— religion, private interests, disinclina tion to have more children and impor tation of goods at cheaper prices, Dr. Dodd said. All this has arisen be cause Hitler has succeeded in proving to his people that democracy is a failure and their only salvation lies in aggression, he added. Sees Trade Toppling.
