William L. Beale Is Named
to Represent Realtors
of D. C. at Parley.
With a national conference on real
estate taxation called for Chicago
April 6 by the Committee on Taxation
of the National Association of Real
Estate Boards, Joseph W. Catherine,
Brooklyn, president of the association,
today announced appointment to the
national committee of William L.
Beale, who will represent the Wash
ington Real Estate Board, Mr. Beale
is real estate officer of the American
Security and Trust Co.
Former Gov. Myers Y. Cooper of
Ohio, chairman of the committee,
states that the conference,' in which
the American Farm Bureau Federa
tion, the National Grange and the
National Association of Building
Owners and Managers have been in
vited to participate, will center on the
question of best present action to
achieve readjustment of the real estate
tax system to a just and economically
sound basis.
"A system which levies three-fifths
of the total costs of local, State and
national governments against a com
modity which produces only one-fifth
of the total national income is mani
festly illogical, unfair and dangerous,"
he says. “Yet that is the position of
real estate today.”
Legislation Urged.
To furnish a fulcrum on which leg
islative levers can shift the entire tax
structure to a broader base, the Na
tional Association of Real Estate
Boards, after six years of study of the
tax structures of the 48 States, adopted
a program of suggested action for
every State outlined in a statement
just issued by the committee, as
follows:
1. We propose that each State and
Territory adopt a constitutional
amendment specifically limiting the
tax on real estate for all purposes to a
fixed percentage of its true value.
We suggest that the limit should not
exceed l'/2 per cent. This, in effect,
would be equivalent to an income tax
of approximately 25 per cent, which is
surely all that real estate should, in
equity, be called upon to pay. The
average real estate tax at present is
nearly three times this amount.
2. We propose that in valuing real
estate for tax purposes its income
should be the basis for computing its
assessed value.
At present the general practice in
tax assessing is to consider three fac
tors to arrive at the "value'’ of the
property: cl) Reproduction cfsts
minus depreciation: (2) comparable
sales in the neighborhood: (3) how
much money do we need to raise? We
suggest that the important factor is:
How much money did that piece of
real estate earn? Both the United
States Supreme Court and State Su
preme Courts have upheld the prin
ciple w-e advocate.
Assessments Opposed.
3. We propose the drastic restriction
of the use of the special assessment as
a means of financing new public im
provements and the ultimate abolition
of the special assessment laws.
We suggest that before any improve
ment to be paid for by special assess
ment shall be undertaken there shall
be required the uTitten consent of a
majority of the property owners and
representing more than half of the
real estate area which it is proposed
to assess.
4. We propose that the costs of
maintaining State minimum require
ments in public schools shall be trans
ferred from the local units of gov
ernment to the State government, and
that Federal financial aid be Invoked
to accelerate such action.
The educators themselves have
taken the lead in this movement. In
some States, and one of our territories,
the entire cost of State-required
schools has been assumed by the
State or territorial unit of government.

Until recently real estate has borne
90 per cent of the cost of education
In most of the States.
Gasoline Tax Uses.
5. We propose that funds obtained
by State governments from gasoline
and motor vehicle taxes should be
used for the maintenance and con
struction of streets in municipalities,
as well as for rural highways.
This principle is now coming into
general acceptance. We suggest that
the allocation of such funds to city
streets should be made first to the con
struction, improvement and mainte
name of arteries and subarteries which
co-ordinate with county and State
highway systems.
6. We propose that there shall be
vested in a State agency the right
upon appeal to review any proposed
tax levy or bond issue and to revise
these downward, or, in the case of
bond issues, to veto them entirely;
such findings to be binding upon the

IN NORTH WOODSIDE, MD.
A group of 24 low-priced homes are
under construction in North Woodside,
Md., it was announced today by Louis
B Schneider, builder. The homes, five
of which have been completed, are
Califomia-style bungalows, with each
of different design.
The new houses are a result of a
country-wide search by Mr. Schneider
for a quality type of 'dwelling at a
price which persons in the lower
income groups can afford to pay. The
builder inspected low-cost develop
ments in all portions of the country
before deciding upon the California
bungalow as the kind to reproduce
here.
The houses are located on Glen
Ross road, three blocks west of Geor
gia avenue. They are situated on
lots that vary in width from 50 to 80
feet. They have full cellars and attics,
with garages built in beneath. Each
house contains large living room, din
ing room, kitchen, two bedrooms and
bath. There are two porches to each
home. The best equipment and ma
terials are used throughout.
When completed the Schneider de
velopment will contain 42 homes.

Forum—Knowledge of Facti
Is Stressed.
Touching upon the characteristics
of the several types of commercial
leases used in Washington, H. Clifford
Bangs, Washington realtor, spoke be
fore members of the Real Estate Board
at the forum being conducted by the
local organization. Mr. Bangs stressed
the fact that the qualified commercial
leasing broker must be thoroughly
familiar with all of the conditions
surrounding the property which he is
offering and also know the facts con
cerning similar types of property in
the area.
During his talk Mr. Bangs referred
to an article published by Mark Levy,
Chicago leasing expert and treasurer
of the National Association of Real
Estate Boards, covering 100 per cent
retail districts, in which such retail
districts were defined as “a definitely
circumscribed area in a community
where the women do most of the shop
ping.”
On Tuesday, March 29, the Real
Estate Board’s forum will have two
speakers, according to Joseph A.
Herbert, jr., chairman of the Com
mittee on Education, which is spon
soring the forum. J. O. Wilmot, sales
director for the North Washington
Housing. Corp., will discuss ‘•Closing
the Sale,” and Don M. Bernard, busi
ness manager of the Post, will talk
on “Real Estate Advertising.” The
sessions are held in the United States
Chamber of Commerce Building.
