Loans and Discounts at End of 1937 Higher Than in Previous Year. By HAROLD B. ROGERS. Loans and discounts of insured com mercial banks were 5 per cent larger in amount on December 31, 1937, than a year previous, it was announced by the Federal Deposit Insurance Corp., but were 2 per cent smaller in amount than on June 30. 1937. All banks in the District of Col umbia are members of the F. D. I. C. The comparative statement of assets and liabilities of all insured com mercial banks issued by the corpora tion revealed what were said to be many "significant changes" during the year 1937. Total Assets Down. Among them were: 1. Total assets amounted to $54, 200,000,000, a decline of $2,000,000,000, or 3.5 per cent. 2. Holdings of United States Gov ernment obligations declined 7.5 per cent to about $13,669,000,000. 3. Holdings of State and municipal obligations declined by 6 per cent and of all other securities by 12 per cent. 4. Total deposits on December 31, 1937, amounted to $47,200.000 000, a decline of about $2,000,000,000, or 4 per cent, from the figure reported on December 31, 1936. 5. Interbank deposits declined by $1,100,000,000, or 14 per cent. 6. Demand deposits of individuals, partnerships and corporations declined by $1,300,000,000, or 6 per cent. 7. Savings and time deposits of in dividual, partnerships and corporations Increased by about 4 per cent. 8. Total capital funds of the banks Increased slightly during the year re flecting increases in surplus and un divided profits which more than offset retirements of preferred capital. "Shipping” Month Planned. The 350 employee here of the Rail way Express agency will join with 57,000 in 23,000 cities and towns throughout the country, in the "Per fect Shipping Month,” April, an nounced by the Shippers Regional Ad visory Board. Widespread interest was aroused last year, according to L. O. Head, presi dent of the Railway Express Co., in this joint effort of shippers and car riers to reduce the economic waste and remove the business irritations caused by loss of and damage to shipments in transit. The 140.342,163 shipments which comprised the express agency's 1937 business included an almost endless variety of commodities, yet damage reported approximated only one ship ment out of every thousand, despite the fact that a substantial part of the express traffic composes easily breakable or perishable goods. Garrett's Plans Awaited. Announcement was expected this afternoon or early tomorrow concern ing the future plans of George A. Garrett, o ne of the.resident partners of Harriman & Keech, which has con solidated with Winthrop, Mitchell & Co. It has been indicated that Mr. Gar rett and his associates will continue in the general brokerage and investment business at the Harriman & Keech location at 815 Fifteenth street. Meantime, Maj. Ferry K. Heath, the other resident partner of Harriman & Keech, today was completing plans to assume his new post as resident partner of Winthrop, Mitchell & Co, with offices at their present location, 729 Fifteenth street. The new First Federal Savings & Loan Association, which took over as sets of Fidelity Building & Loan As sociation, is making substantial prog ress, according to Carl H. Ellmgson, executive manager. Fidelity Work Progressing. Shareholders of Fidelity still are being notified as to the days they are to call, and about 450 of them are being cleared each day. Roughly 70 per cent of the accounts of Fidelity are being transferred to the new First Federal, Mr. Ellingson reports. April 23 has been fixed as the final day for finishing the big job of clearing the old Fidelity accounts. Meantime, more than 100 substan tial new accounts have been received by First Federal, despite the fact that the staff is now mostly engaged in try ing to wind up the Fidelity affairs, and has made no effort to bring in new business. The First Federal is the first institu tion of its kind in Washington under auspices of the Federal Home Loan Bank Board, and is a member of the Federal Home Loan Bank System. --• DRAPER TAKES OATH AS MEMBER OF BOARD Ernest G.
