By the Associated Press. LITTLE ROCK. Ark., April 16 —A State Labor Department agent re ported today that two Negro women prison inmates who complained to President Roosevelt they were ill treated • apparently” had been lashed and forced to work long hours. The two women—Margaret Porter and Estella Lovett—slipped from the prison bunkhouse to mail letters to President Roosevelt asserting they were lashed often, forced to work from 2 a.m. until 8:30 p.m. and given inade quate food. Safety Engineer Wilson Runton sub mitted a formal report to Commis sioner Ed I. McKinley. The investi gation began several days ago when the United States Department of Labor referred to Mr. McKinley the complaints to President Roosevelt. Mr. Runton quoted the prison su perintendent as saying work shifts of up to 18 hours a day had been neces sary during the early spring crop planting time, but there were times when the women could rest. -.* A. Grow Out of Resolutions. ’ The attack on the board grew out of two resolutions reported by the Fed- I erat.ion’s Committee on Law andLegis lation. The first, requesting that the Federation protest sale of liquor in' the Manor Park residential area, was voted down on the recommendation of the committee. The committee held that the question was of local char- i acter and not a proper subject for Federation action and that the Com missioners have adequate power to, create dry areas within residential areas to meet the wishes of residents. The second resolution, sponsored by a group of associations, opposed enact ment of the 600-foot limitation amend ment. Mr. Lodge said the 600-foot pro posal is » mattter of vital importance to all District residents, declaring it! would deny citizens outside the limit! from even being heard in protest against granting of liquor licenses in their neighborhoods. He cited an example near American University, in which all the property on both sides of the street within 600 feet of a store , which had applied for a liquor license was in the hands of two owners, i Under the proposed amendment, he said, the board would have to con sult only these two owners, and resi- | dents outside the 600-foot limit would have no right to a hearing. Mr. McLean joined with Mr. Lodge in insisting that "what ought to count. is the general sentiment of the neigh borhood, not only those within 600 feet." Opposed to Horse Raring. The Federation voted to file a reso lution and report from the Law and Legislation Committee, in view of the signing by the President of the Dis trict numbers bill. It reiterated its opposition to enactment of any legis lation to legalize horse-race betting. It voted to support the Tuberculosis Association in its campaign for arrest and forcible hospitalization of any I person afflicted with the disease who is apt to communicate it to others. Funeral services for Col. Levi G. Nutt, 72, retired Internal Revenue Bureau official, were held yesterday afternoon at Hines' funeral parlors, with the Rev. Horace Cromer of Em ory Methodist Episcopal Church offi ciating. The body was entrained last night for Buckingham, 111., Col. Nutt's birth place, where burial will take place. Col. Nutt, who died early yester day, had conspicuous service for his Government in both the revenue and narcotic service. He retired in 1935 and had made his home here at 834 Rittenhouse street N.W. Surviving are his wife, three sons and two daughters, George S. and Clarence W. Nutt of New York City; Rolland L. Nutt, Mrs. Henry H. Miller and Mrs. Lawrence P. Mat tingly of Washington.
