Wonld Be Placed in Charge of
Preaiding Officers of Senate
and House.
Control over the legislative reference
service in the Library of Congress
would be transferred from the libra
rian of Congress to the presiding offl
eers of the Senate and House by an
amendment awaiting Senate action in
the legislative appropriation bill for
the coming fiscal year.
The amendment, which was placed
in the bill before it was reported from
the Appropriations Committee Friday,
gave rise to speculation yesterday as to
whether the proposed change in juris
diction is a sequel to the action of the
Library last fall in letting out Dr.
George J. Schulz, acting head of the
j legislative reference service.
| When Congress convened last No
vember several members came to the
defense of Dr. Schulz and resolutions
were offered in both houses. One asked
for an investigation of the reference
service. Another was introduced in
the Senate and is awaiting action, fa
voring reinstatement of Dr. Schulz. It
was recalled yesterday that one of the
suggestions heard in congressoinal cir
cles since that time was possible trans
fer of jurisdiction over the reference
service to the Vice President and the
Speaker of the House. The pending
amendment would enable the presid
ing officers of the two branches of
Congress to employ personnel of the
legislative reference service.
