By the Assorinted Press. NEW YORK. April 22—The bond market shot upward today, with U. S. Governments climbing to new 1938 highs and corporates ahead 1 to 5 or more. Gains among Treasury notes ran as high as 18-32ds of a point, and it was necessary to go back as far as early 1937 to find comparable quotations. , Rail, utility and industrial bonds all joined the advance, which traders said was due to growing belief in Wall Street that the Roosevelt spending and-lending of billions to end the re cession was "going through." Finan cial circles saw little likelihood of in surgents blocking administration fiscal plans. Up 2 to 4 among the rail issues in the final hour were Nickel Plate 4'2s. Chesapeake Ohio first 4s of 89. New York Central 5s and Santa Fe 4s of '95. Gains of 1 to 2 or mote were rung tip by American & Foreign Power 5s. International Paper 5s. International Hydro Electric 6s. April 22—Interna tional Telephone & Telegraph Co. reported a gain of 28 per cent in telephones in the first three months of 1938 over the corresponding period last year in nine of th° 10 countries In which it operates—excluding Spain. All nine countries contributed to the increase. WITHDRAWALS OF STATE JOBLESS FUNDS JUMP * By thf Asscriated Press. NEW YORK. April 22.—Withdraw als of State unemployment funds from deposits with the Treasury have risen (Sharply in the last two months. From a total of less than $6,000,000 in February, unemployment with drawals jumped to $36,000,000 in March and through April 18 amount to $25,000,000, with every indication April will be the largest month on rec ord to date. One reason for the high level of withdrawals this month, of course, is that two additional States started making payments as of April l. April 33 —Presi dent Roosevelt's efforts to encourage a united Western Hemisphere against possible advances from Asia and Eu rope brought forth a new suggestion today from members of the American Philosophical Society. The society, at its annual general meeting, heard and unofficially ap proved the suggestion of Dr. S. Whit tenmore Boggs. Washington State geographer, that the boundaries of South American countries be definitely fixed to avoid further disputes be tween them. To date these boundaries have caused many armed disturbances and prolonged legal and economic troubles. Dr. Boggs said. He proposed that all of these boundaries be definitely fixed according to astronomical observations and ground aurveys as a step toward permanent peace in the Pan-American countries. Step Toward Peace. President Roosevelt recently sug gested that cloaer economic co-opera tion between these countries, from Canada to the Straits of Magellan, would be a long step toward peace and understanding. Geographical under standing was declared by some mem bers of the society to be just as im portant. As part of a plan for tying the Americas together in a geographical and economic urjlt Dr. Boggs recom mended adoption of a map of South and Central America as it has been fixed by treaties, papal bulls and arbi trations recorded in Europe and the New World and that a "history of Latin American boundaries be pre pared. with all of the history of the 38 boundary controversies from the Rio Grande River southward included." These might be combined with aerial surveys and astronomical reckon ings to fix such boundaries permanent ly and avoid one source of antagonism between the various countries in the future, he added. Evolution Data Furniahed. A possible explanation of how evolu tion occurs and produces occasional freaks in animals, plants and human beings was offered to the society today by Dr. Gerhard Pankhauser of Prince ton University. All inheritance factors, from the curl in a person's hair to the skin pat tern of the feet, arc located on the chromosomes within the body’s cells, he declared. Occasionally tetraploidy. or an increase in the number of chromosomes which carry these fac tors. occurs, he declared, and the re sult may be a better animal, a more productive plant or a circus freak. This doubling or tripling of chromo some numbers often occurs in nature, Dr. Pankhauser declared, indicating that it may be one of the chief factors in evolution. Dr A. F. Blakealee of the Carnegie Institution of Washington added that he 1* able to produce the phenomena at will in plants by dos ing them with colchicine, a chemical formerly used only in the treatment of gout.
